Then visited a nice burb and was in shock that it was same as it always was. Nothing had changed.

Create a school in each district for troubled children. Kids get suspended 1-2 days for destructive behavior, and 3rd suspension they are allocated to troubled school. Free bussing from homes to that school.
Solutions aren't complicated here.
