No it wasn’t a blessing in disguise, not to mention it would’ve been completed in an era where Amtrak had more in-house ability to complete projects on time and within reasonable budgets.

Under construction since the 90s and barely half finished. Meanwhile many of the states it’s set to pass through can’t afford to build it.
Amtraks Missouri River Runner’s FY 24 ridership is up 70% compared with the same point last year. They will also institute a new pilot program to increase bike capacity by utilizing baggage cars.

The state can apply for federal grants to upgrade the line to allow more trains, limit delays, and improve speed. The state would only have to kick in 20% of the total cost.
