@bjpren My guess is that the system has collapsed so far that LA's are going to tribunal just to get a few months break. Not so much "delay and save" but "delay and leave me alone for a bit". They know they will be spanked at the hearing but that's in the future.

@DecisionsSen In all my appeals (about 10) my LA responds with "we oppose the appeal" - nothing else, no reasons or argument of any kind. These were not valid responses and should have been dismissed immediately.
