Singh called for self-determination for India’s Sikh minority & even separation of Punjab (India’s only Sikh-majority state) from the rest of country. Is he a civil rights figure fighting for Sikh rights or a “national security threat”? The answer depends on who you ask. 3/12

Indian authorities call him a "national security threat," and have charged him and his aides under the National Security Act. This past week, they shut down protests, cut off the internet in Punjab, and blocked more than 100 Twitter accounts talking about Singh. 4/12
Singh is part of the
#Khalistan
movement, a decades-old struggle to achieve greater Sikh autonomy in India, one which was violently crushed by the govt in the 80s/90s as it grew in size and strength. There’s been a sustained "campaign" to end the movement, including… 6/12
In a subsequent TV interview, Singh said: “Why is Khalistan such a bad thing? We have the right to self-determination and say we want a separate country in a peaceful manner. Why am I being threatened by my home minister for asking for my democratic right?” 10/12
Then Singh emerged loudly advocating for Sikh empowerment. In one interview he said: “Whenever you depend on state structures, they control your fate, including your politics as a community. Our hope is to provide alternative parallel structures that provide us independence" 8/12
In Feb, home minister Amit Shah said the Khalistan movement can’t be allowed to return. Singh responded by saying suppression could lead to a repeat of history, when PM Indira Gandhi was assassinated by her bodyguards (Sikh nationalists) in ‘84. This was taken as a threat. 9/12

(7/11) Facilitating these “deaths” are local revenue officials, India’s most corrupt govt employees, according to anti-corruption orgs. India’s colonial-era land laws give them the power to declare a person dead, and people pay bribes to do so and claim their land.
(11/11) While Lal Bihari was declared alive, he fears many of the 40k members of his org—the Association of the Dead—won’t be so lucky. Next year, he plans to remarry his wife in a symbolic celebration: "As long as we live, we will fight."

(6/11) At the heart of these stories is land—a precarious commodity in India. Land laws are easy to exploit, demand for it is high & it’s unequally distributed. That means that it's sometimes worth killing someone for. Victims are, unsurprisingly, often from the lowest castes.
(2/11) Lal Bihari isn’t proud of his behaviour as a dead man. He spent 18 years bribing cops, illegally tried to extract his wife's widow pension, “kidnapped” his nephew, & ran in local elections against two (living) former prime ministers.
(5/11) His crime spree was an attempt to be arrested & get a record (proving he existed.) This was after relatives declared him “dead” in 1976—a status that cut him off from govt services & stopped him (ironically) living his life. Why would you declare a living relative dead?

(10/11) There’s a big push to digitise land records—a $114M project that authorities told us will protect the poor. But digitisation is lost to those in rural India. We met a dead man called Umashankar Chaube, who doesn't even have a phone, let alone internet to check his case.
(8/11) It’s a declaration that’s surprisingly hard to overturn—you can’t just turn up at a govt office with an ID & say, “hey, I’m alive.” To be resurrected, the victims are left at the mercy of India's legal system. Cases drag on for years, and the fees stack up.

Once you move from the south to the north, you see the stark difference in how the protest manifested across the country. While protesters in the south faced water cannons, tear gas and violence from pro-govt factions, in the north, heavy militarisation is a daily reality.
In the north, one has to go through multiple checkpoints (and a casual suitcase search) to enter the small town of Mullivaikkal, where, in 2009, tens of thousands of Tamils were trapped (in "no fire zone") and killed during the last offensive by the SL military against LTTE.
While military is becoming the norm in the south, for N-E, it's a way of life. Mullaitivu has the least population in the country, but the highest military presence. SL's "bloated" militarisation budget has been blamed as a major contributor to the economic crisis.
