Great point! There has been very little scrutiny of police leadership while every other aspect of policing has been dissected. How are Police leaders educated, trained, developed and selected. Is attending FBI National Academy and taking a few seminars enough to develop leaders?

Baltimore has a terrible violent crime problem - unfortunately it hires architects (PH.D. PERF Consultant erudite Police Chiefs) rather than plumbers (like a @deputybarksdale who know how to lockup bad guys) Good police work is simple - PH.D BS artist/Consultants make it complex
