This is something I would call: a facade of being a "weak state": blaming something else for your problems and then divesting that target itself year after year. The problem lies in inter-state-UT cooperation. Such a policy is nonsense.

I am serious here. Not kidding. The Vietnamese people revive, Japanese do, Israelis did. Revival of cultural heritage is something which should be a habitual practice. The Japanese revived their textile art despite WW2 ruination in Okinawa. Why cannot we in India start doing?
