To convince Indians who were extremely reluctant consumers of the combination of sugar, boiled leaves, water, and milk, the colonial government ran these campaigns where tea drinking was portrayed as a highly desirable activity.
The colonial government had such 'moral panic' about this community that they considered them an "opprobrium upon colonial rule" & declared them as "criminal tribe" under 1871 law. Their rituals/performances were banned, driving them to starvation, and eventual extermination.
