Rt Hon Chris Skidmore OBE. Kingswood MP 2010-24. Former UK Cabinet Minister for Energy. Chair Net Zero Review. Professor
@UniofBath
Visiting Fellow
@UniofOxford
Later this month on 28/11 Mission Zero-the report of the Net Zero Review- will be published in paperback by
@BitebackPub
ahead of COP28.
Commissioned by the UK government, Mission Zero sets out in detail how to better deliver net zero and green growth:
As the former Energy Minister who signed Net Zero into law, for the sake of our environment and climate, I cannot personally vote tonight to support fracking and undermine the pledges I made at the 2019 General Election.
I am prepared to face the consequences of my decision.
I am not prepared to break international law or the human rights conventions that the UK has had a proud history of playing a leading role in establishing.
I will not be voting for the bill tonight.
The saddest story Roald Dahl ever wrote- on the death of his daughter Olivia from measles. This is a deadly, highly infectious disease- if you haven’t had your child appropriately vaccinated, please do so. We must not go backwards

to be a better Dad with more time to spend with this gorgeous little one....
Thanks everyone who I’ve had the chance to work with and the civil service teams that have supported me- you have all been amazing
International students are not migrants. They aren’t planning on settling in the U.K., the vast majority return home after their studies. They also contribute nearly £42 billion per annum to the U.K. economy.
Take them out of the migration statistics, they don’t belong there.
Agreeing to new oil and gas fields won’t help the UK. It will only create more declining and stranded assets that will cost our future economy when we can be investing and creating jobs and growth in clean energy.
And as I’ve consistently said, leadership requires us to lead:
The average household uses 242kwh of electricity a month.
A single bitcoin transaction uses 1,173kwh of electricity.
At a time when we need greater energy security to meet demand, that's a lot of electric logs to be throwing on the fire...
If we get the regulation right crypto will not only accelerate growth but make financial systems more transparent and reduce crime
We must understand and harness the potential of new technologies, not fear and avoid their disruptive power
My comments to the London Crypto Club⬇️
Voted Remain in 2016. Would now vote Leave. It’s clear we are diverging from the future direction of EU. Yet I still respect the referendum result in 2016 as final- those calling for a second vote or delaying article 50 simply want to turn against democracy and block Brexit
UK ministers have bent over backwards to meet EU demands without any meaningful concessions from the other side - the EU's behaviour is one of many reasons why former Remain supporters are switching to Leave.
Tonight at 1922 hustings I asked every candidate the same question- will they commit to maintaining our legislative commitment to net zero by 2050. Organising CEN MP caucus hustings for Mon morning as well- keen to keep environment and climate change on the agenda in the contest
To all university staff, admissions offices, welfare officers, and many more who are going out of their way to ensure recruitment can be as smooth as possible. You are helping to transform lives, provide opportunity and expand minds and horizons. Just wanted to say Thank You
In my new role as minister for bath time in the Skidmore household, I seem to have made the rookie error of allowing my son to take a cardboard tube in the bath... he says he’s created a map of all the penguins in Antarctica
As I stated in my resignation letter, the future will judge harshly any MP that votes for new additional fossil fuels.
Today’s legislation makes no economic sense, will deliver no additional energy security, and breaks the UK’s international commitments on climate action.
The easiest and fastest way to reduce net migration is to remove international students from these artificial statistics.
They aren’t migrants, the vast majority leave after their studies, they subsidise home student fees and research, and spend over £40bn in local economies.
Taking action on climate change should be cross-party and not used for playing party politics if we are serious about delivering emissions reductions across a period that will span several governments.
This issue is too important to create dividing lines or play political games.
The Arts and Humanities are of high value.
Not just as the educational basis for our legal, financial, creative arts sectors.
Not just in subsiding STEM subjects across universities. They are of high value as disciplines that are at the core of western thought and a free society
I spoke to
@bbcnews
earlier about why I will only be backing a candidate who supports action on the environment, climate change and doesn't want to row back on our commitments to net zero by 2050
Our
@UKCivilService
is the best in the world, comprising of some of the brightest minds I’ve ever met- impartiality and objectivity is at the core of this vital public service and we owe it to our democracy to defend civil servants who cannot speak out for themselves
This is factually untrue
@DavidGHFrost
Please read the Net Zero Review before making incorrect statements like this. The Mission Zero report very clearly sets out trade offs and costs, with new factual analysis on this
Good article from
@FraserNelson
. Excellent if the PM is to start talking about the trade-offs of net zero.
But if so he will have to take on people like
@CSkidmoreUK
who claim there aren't any trade-offs & delivering net zero will *boost* growth.
'Mission Zero'- The Net Zero Review has been published.
Thanks to everyone who took part in the largest engagement exercise on net zero.
The 340 page report makes 129 recommendations to deliver net zero at scale and lower cost. Read the report here:
Erasmus+ participation is protected under the Withdrawal Agreement and we are open to participation in the new Erasmus successor programme from 2021- this will be part of future relationship negotiations with the EU once the scheme has been finalised
I'm delighted to have been invited by the PM to conduct a review into meeting our Net Zero commitments in the most economically-efficient way.
I'm committed to ensuring we continue to lead the world in our Net Zero plans in a way that is pro-business and pro-growth 1/2
I have decided to set up the Net Zero Support Group- to demonstrate and maintain Conservative support for net zero carbon emissions and policies needed to deliver this.
We need clean & secure energy sources for the future that aren’t reliant upon high cost imported fossil fuels
New: I’ve heard that former energy minister
@CSkidmoreUK
who signed net 0 into law has emailed all Tory MPs to try to establish a Net Zero Support group of Tory MPs. Comes as many in party pushing to scrap green levies. There is a real battle brewing in the Tory party on this. 1/
Net zero isn’t a crusade.
It has always been a proportionate and pragmatic approach to protecting our environment and economy against vast risks and costs while reducing our emissions in a way that delivers new jobs, future industries and doesn’t leave communities behind.
This week may have been a dark week for progress on getting UK off expensive fossil fuels, but the shadow it casts into the future is what’s most concerning.
Investment will go elsewhere, while energy bills and costs will continue to rise. Shouldn’t really need explaining:
exc
@theipaper
Net zero U-turn will increase the cost of living by extending reliance on imported gas and put UK behind other countries in attracting investment, 108 economists have told Rishi Sunak in a new letter.

Good to see more focus today on climate action in the leadership contest.
I’m pleased to announce
@AlokSharma_RDG
has agreed to chair a Conservative Environment Network MP caucus hustings I’ve organised at 1pm on Monday. Delighted also that all candidates have agreed to attend.
If there is are any trade-offs to be made, it is to be honest that delaying the UK’s ability to lead the energy transition will mean less investment, slower growth, fewer jobs and ultimately higher bills. That’s the consequences of this week’s decisions.
Amid the debate on energy costs, while UK prices are being driven upwards by dependence on rising foreign gas prices- we should not forget that we must make better insulation of all homes a driving part of our net zero strategy.
My article for the
@guardian
today on why a new oilfield that could potentially produce 500 million barrels of oil cannot be compatible with the UK’s ambitions to be a global leader in clean energy and deliver net zero by 2050
This is extremely serious and illegal. While universities should encourage student voter registration, the process itself must be perfomed by the students themselves- completing the registration through individual voter registration with ID.
I wanted also to thank everyone in HE world for their kind tweets- it has been the best time in my working life to have represented our fantastic Universities as their Minister- from incredible student unions to passionate early career researchers, I was left in awe. Thank you
As a new poll out in
@telegraph
today shows Conservative members overwhelmingly support rolling out more energy efficiency measures and renewables- including onshore wind- let’s get on and deliver an energy security revolution at lower cost for the U.K. 👇
Back home from the hospital. Thanks so much to the NHS staff who were all so brilliant.
Now for an extended period of twitter silence. Sorry
#GE2019
there’s more important things in life to look after...
My view on why we do not need a new oilfield in addition to what we have. Politics is about priorities and our priority should be reducing fossil fuel use through renewable power and greater energy efficiency. To carry on as normal cannot be an option.
To all Y13 pupils:
Unis know your year faced the most stressful challenges ever faced by pupils.
Unis know your awards- while the product of hard work- are not an accurate measure of your potential.
Unis want to help you reach that potential- and will be on your side tomorrow
Now more than ever before, universities have proved their importance in R&D but also as anchor institutions in some of our most vulnerable communities- and will be vitally important in the levelling up agenda across every region. They deserve our support
Online provision at university has cost more in resources and time to provide. Thank you to all uni staff for your hard work making it happen. Calls for fee cuts would simply lead to job losses and less choice. Clip of my speech in Commons debate tonight:
The majority of Conservative MPs- like the rest of the country- support tackling climate change through net zero.
I’m determined alongside other
@CEN_HQ
MPs that the next Prime Minister maintains our net zero commitments. This issue is too important to play politics with.
As someone who has campaigned for better road safety over the past ten years- ever since the horrific deaths of Ross and Clare Simons in my constituency when I helped set up Justice 4 Ross and Clare- the case for lower speed limits in family neighbourhoods shouldn’t be doubted
My article for the
@telegraph
on why delaying carefully planned and proportionate net zero measures will only cause economic pain and cost householders more. We cannot afford for ‘not zero’ to damage businesses and jobs
No it’s 7.7% and falling year on year.
And this year renewables will pay back over £700m thanks to ever lower costs…
Meanwhile the 400% increase in gas prices is hardly working well for cheap energy either
The Chancellor will promise help for hard-up families hit by huge energy bill rises.
Chairman of the Net Zero Scrutiny Group Craig Mackinlay: "25% of bills are renewable subsidies. If renewables are so great they're not working well for cheap energy."
@JuliaHB1
|
@cmackinlay
I have tabled amendments to the Energy Bill at Report Stage including legislating for:
🌍No new coal mines
🌍Ban on gas flaring and venting
🌍2035 net zero power grid
🌍Agreement on an end date for new oil and gas licences
🌍Leaving Energy Charter Treaty
👉
On the target:
Yes to Net Zero 2050: Rishi, Penny, Liz
Move Net Zero target back: Suella, Tom T
Change concept of target to be more accountable/delivery plan: Kemi
Penny and Liz would also suspend green levies
I will continue to back my own local Conservative councillors inc
@EricaWilliamsSG
@sgconservatives
who are working with local residents’ groups to deliver better road safety in villages like Bitton- calling for a 20mph limit
A new record. Offshore wind- which the U.K. isn’t dependent on other countries for- is now at a record low price- x4 times cheaper than gas.
We have reached a tipping point where it surely must be clear that renewables are the future- and the faster we move to them the better
Offshore wind at £37 per Mwh : current wholesale price oscillating around £100 - £200 . Why does anyone think delaying U.K. path to net zero will help with energy bills ?
Fantastic to return as Universities Minister with this announcement tonight. All credit to the dedication of
@JoJohnsonUK
for making this happen. But there are no ‘foreign’ students- let’s commit to extending our international reputation of our universities being
#trulyglobal
The
@BritishAcademy_
report out today demonstrates the vital importance of the arts, humanities and social science graduates in the 21st century workplace, and their value for society. Degrees which are world renowned for their quality should be equally respected closer to home
The Tory faux outrage about Starmer owning a nice field reminds me of Tory attempts to take down Blair in 94/95. He went to a smart school! He owns a nice house! Didn't work.
Early train this morning as it’s the start of the
@EnvironmentAPPG
Net Zero regional tour across the country- heading to north west where I’m determined to show that net zero is a benefit not a cost and a key deliverer of economic growth
Net zero is the solution not the problem here.
Not taking swifter action on insulation, Grid market reform and diversifying our energy supply away from fossil fuels has led directly to where we are now.
If we simply maintain the status quo, the cost of living will only rise.
📉NEW: Senior Cabinet ministers believe there should be a rethink of the net zero pledge, the Telegraph can disclose.
One says the UK “should not be running towards net zero so aggressively” as millions face soaring bills.
Another: “The priority should be the cost of living.”
I’ve written in tomorrow’s
@Telegraph
jointly with
@ZacGoldsmith
on why rowing back on net zero and the environment would be an electoral disaster for the Conservative party
@sajidjavid
I have decided that with the support of the majority of MPs and members,
@BorisJohnson
can unite the party and deliver Brexit with a liberal agenda for the future, that backs freedom of talent and must as a priority protect our European research and education partnerships 2/2
Must be why she told MPs during leadership hustings she believed in net zero, signed the Conservative Environment Pledge and asked me to deliver the
#MissionZero
report… lizards of the world unite!
Delighted and proud to be reappointed as Universities Minister to represent the best and fairest HE system in the world.
Our fantastic universities across the U.K. are part of the solution, not the problem, to ensuring everyone, regardless of background, fulfils their potential
Fantastic news and well done
@UniofNottingham
@trentuni
- please any other universities which can supply testing equipment please look to do the same- universities are really stepping up in this national effort against coronavirus, from leading research to adapting admissions
Well done
@nadhimzahawi
@MattHancock
@BorisJohnson
on a world leading programme- and this is before the Oxford vaccine comes on stream.
Supporting and investing in research and scientific discovery doesn’t just change lives, it saves them too.
Not now guys- can we just try on both sides of the argument not to divide when we really need to unite around evidence based reasoning and science,
protecting as many vulnerable people as possible- the political sideshow can wait
Last night’s vote seems a long time ago. But there are important lessons to be learned.
All candidates for the leadership contest must never forget the importance of protecting our environment and climate for future generations.
1/3
As the former Energy Minister who signed Net Zero into law, for the sake of our environment and climate, I cannot personally vote tonight to support fracking and undermine the pledges I made at the 2019 General Election.
I am prepared to face the consequences of my decision.
Pleased to have been officially appointed Co-Chair of
@universityappg
this afternoon.
I look forward to continuing to make the case for why our world leading UK universities can drive innovation, lift social mobility and regenerate local economies- and why they deserve support
Not ‘given’- these pupils worked hard to earn their places, with some from deprived backgrounds and being the first in their families to attend university. They deserve their success- many congratulations
Thank you to all university staff for your efforts in providing online learning to students at this hugely difficult time. Like all teachers, you too deserve to be recognised and appreciated for this enormous task.
From my speech to the House of Commons this evening:
What is the point of this story? Art of historic interest saved for the nation by the Fitzwilliam Museum, using funds raised by donations and grant. We need responsible journalism that doesn’t use universities for click bait.
Improved insulation and fossil free heating can save billions on household bills rather than waste energy.
It should be a total no-brainer and was a
#NetZeroReview
mission.
I’ve written a new report MISSION RETROFIT launching on 28/9. To watch/register:
This doesn’t strike me as that helpful or productive in a time of national crisis when ministers are already pretty busy- why not simply pick up the phone to
@GavinWilliamson
and see how best to work constructively, as
@NickTorfaen
has already done
Our Civil servants are outstanding professionals. In the 5 departments I served, & in Chairing the Net Zero Review, they have all worked tirelessly & delivered.
My one regret not being in government since 2020 is not having the chance to work alongside & learn more from them.
Search but not actually read- paywall still here. After news that U.K. universities have paid around £1bn to platforms last year, it’s clear the model is broken and outdated in the digital age. Publicly funded research should be available publicly.
Last night’s vote- game playing by opposition parties- does not end or prevent the UK participating in
@EUErasmusPlus
after leaving the EU. We remain open to participation and this will be part of future negotiations with the EU- we highly value international student exchanges
The legislation to amend the Climate Change Act to ensure we are the first G7 country committed to
#NetZero
by 2050 has this week passed in both the Commons and Lords. I have signed the SI as
@beisgovuk
Energy Minister- ensuring the legislation will come into force from today
Amazing to see how our universities across the U.K. are doing a fantastic job providing additional research and testing support to help battle
#COVID19
- describe your University’s own efforts using hashtag
#unisupport
and I will retweet to highlight the sector’s fab efforts
Today we’ve announced a new ‘Global Talent’ VISA route led by UKRI so that the U.K. can be even more open to leading researchers from across the world- as well as £300m investment in maths research and a major new Bureaucracy Review of research funding:
Good to see
#netzero
raised during tonight’s debate.
Tomorrow I’ve organised for Conservative MPs an environment hustings chaired by COP President
@AlokSharma_RDG
. Every candidate will attend. I look forward to hearing in more detail about their policies to tackle climate change
To destroy original copies of documents dating back centuries, especially the last wills and testaments of the dead, is a huge mistake. The past is not ours to destroy, we should be the guardians of all its records for the future
Are you a history or ancestry enthusiast? We’re proposing to digitise millions of wills dating back to the 1800s, making them easier for the public to access.
Take a fascinating look into our storage archive in Birmingham and have your say:
Next week U.K. future of participation in Horizon research programme will be discussed. Vital we associate fully to maintain our research collaborations. Researchers pls highlight why it’s so important using
#onehorizon
hashtag and help to demonstrate why we need full association
I and the whole UK team are looking forward to the third Round of our negotiations with the EU, which will once again take place remotely. The talks begin on Monday and here is the agenda.
As a former
@cabinetofficeuk
minister I’ve seen first hand how dedicated and impartial
@UKCivilService
are in their jobs. The fact that there is a deal on the table with EU-which many doubted- is down to many hours of hard work and negotiation. Now let’s wait calmly for details.
The Mission Zero Report will be formally launched at an event on Monday 11.30am-1pm at
@KingsCollegeLon
.
I will be speaking alongside Climate Minister
@grahamstuart
followed by a panel discussion.
To watch the event online live at 11.30am go to:
The Racial Disparity Audit conducted by the government in 2018/19 demonstrated that black and ethic minority students with equal A level grades to white students perform 18 points below the average at degree level. This inequality needs to be tackled- not treated as a culture war
The stamina and resilience of

Sunday. Others have walked away yet she is still out batting in the national interest
My letter to
