The Memphis video reminds me of the way people used to describe how Atlanta's REDDOG anti-drug unit worked. Memphis' police chief, Cerelyn Davis, oversaw REDDOG before it was disbanded for its murderous abuses. Atlanta tried - and failed - to fire Davis for an act of corruption.

The SCORPION unit, right now, looks an awful lot like Davis re-creating REDDOG in Memphis. REDDOG was a failure. It did not reduce drug crime, which actually fell after it was disbanded. But it was a visible response to an increase in violence that political leaders could cite.
