In my 16 years as a tax accountant I've repeatedly seen situations where low income taxpayers either don't know they can dispute an audit, or don't attempt a dispute because they fear the cost - the IRS knows this, which is why it's low-hanging fruit for them.

As noted by the SCOTUS in the landmark DC v. Heller ruling of 2008, "well regulated" simply meant "the imposition of proper discipline and training".
The term has nothing at all to do with regulation of firearms by the legislative or executive branches.
