@DCPoliceDept #UPDATE per law enforcement sources, the suspect CANNOT be charged as an adult due to him being 14yo AT THE TIME OF THE SHOOTING. The @USAO_DC can Title 16 those 16 & 17yo. A judge can be petitioned for a 15yo but DC law prohibits a 14yo from being charged as an adult.

Ryan worked with at-risk youth. As he and two friends were walking home from church along South Dakota Avenue, a car pulled up and someone inside asked them for money. Police said someone in that car shot Ryan after he told them he had no money.

There is a really harmful provision in Secure DC to make theft of any item worth more than $500 a felony punishable by up to 10 years in prison. This would be extreme and completely ineffective at addressing the issue. Tomorrow I will move an amendment to block it. Here is why:
