D.C. has long struggled with 911 calls. Then 10 dogs died in a flood.

update: 17th St at East Capitol St NE DC. Roadway is closed. Carjacked auto going wrong way on 17th St SE crashed into a passing car. 1 male arrested at scene and the other was captured nearby. Woman in smashed car was in shock and her car is a total loss. @Anc6B10
