This bill (sponsored in the House by Del. Kathy Szeliga, who wrote this guest commentary) was voted unfavorable out of the Ways & Means (meaning it won’t make it to the House floor). The Senate version was heard two weeks ago and appears to not have had a committee vote yet.

This legislation doesn't preclude kids from entering the court system. In the bill's language, children as young as 10 are under the jurisdiction of the juvenile courts if they are charged w crimes of violence, including armed/unarmed carjacking. Read here

House Bill 1, also known as the Child Victims Act, just passed out of the House. It’s in the same posture as the Senate bill, which passes in a historical fashion earlier this session. This is the closest the bill has ever come to the governor’s desk.
