Late to this but couldn't agree more with my Prof @HappymonJacob advice that Quad needs to "either shape up or lose relevance". IMO, "form over function (or vice-versa)"continues to be debate for Indian policymakers &it is the structural diff that made AUKUS possible over Quad.
