You are describing a sportsbook. Market makers on sports betting exchanges have to react to all flow since they don't know if the action is sharp when they take the bet.

I disagree with this one. Sports and equities both have “market makers”. I would say the main difference is; Sports market makers move their quotes by reacting to ~certain~ (sharp) flow, while equities market makers move their quotes by reacting to closer to ~all~ flow.
