The groupโ€™s leadership included a member of โ€œa minor German noble familyโ€ and a second who was a former paratrooper. The 25 arrested included a โ€œcurrently-servingย soldier in the Bundeswehr's Special Forces Command (KSK) as well as several Bundeswehr reservistsโ€ and one Russian.

Rocha worked for Dept of State from 1981-2002 - the entire time also allegedly working for the DGI. He was the NSC Director of Inter-American Affairs (the FBI even traveled down to Santo Domingo to update his clearance), later at the US Interests Section in Havana. 3/

The complaint is vague as to when the FBI became aware of Rocha - "Prior to Nov 2022, FBI received information that Rocha was a covert agent of the DGI" - but on Nov 15, an FBI undercover employee contacted him on WhatsApp pretending to be a DGI representative. 4/

@emptywheel The issue is a semantic one/imprecise habit of practice. In the FBI, 951 investigations were typically opened under the 97 classification code - covering FARA - because itโ€™s the closest fit for a bunch of reasons (who works it, what HQ program supervises it, etc). 1/
