Dear journalists, politicians & intelligent folks:
Seven questions you should ask anyone who purports to have an alternative ‘solution’ to the
@BorderIrish
#Brexit
#Backstop
:
1/8
@DavidGHFrost
Yes, I read your speech.
This is what you say👇
This is a threat to manipulate the power of the second chamber of the UK parliament, the vote of a devolved assembly, & an election in a devolved region.
You are entitled to "have a view".
We are entitled to accountable democracy.
Dear
@Telegraph
, the border isn't 'a stick to beat' brexiting GB. It is a wound of deep conflict. It is a join of close contact. It is a thread of careful agreement. There is no mere 'grandstanding' or 'posturing' here. This is not a game.
Dear Emma
@little_pengelly
, Facts matter.
Truth matters.
To call out nonsense is perfectly in keeping with academic integrity.
And it has no bearing whatsoever on my scholarly expertise.
How bold. To speak out to criticise Kate Hoey (with a wee political dig) for saying her view while simultaneously presenting yourself as an objective academic commentator on brexit... 😕
PM Johnson has made the removal of the
#backstop
the make-or-break matter when it comes to an exit deal with the EU.
So this thing is pretty damn important.
Time for a quick recap of what the 'loathed and detested' backstop actually is?
1/14
Riddle me this:
Where are all the 'Smart
#Border
' state-of-the-art-technical solutions for GB-NI movement?
If they think it could work for the Irish land border (with 280+ crossings), why don't they rush in to 'fix' the Irish sea/air border (with half a dozen main entry points)?
I thought it would be important for the Chancellor to hear directly from people from Northern Ireland and the border region, people for whom the border is a very real issue & with direct experience of conflict before the Good Friday Agreement.
The message from a grieving people is clear, unambiguous.
Politicians of N. Ireland, Ireland & Britain: you have a *moral* obligation & a public duty to fulfil the Good Friday Agreement.
Go straight from here to Stormont Castle & get talking.

The backstop was there to protect that peace
& I am very sorry the PM has moved away from that today"
Here is a very simple outline of what border controls mean for different types of border with the EU, i.e. if in the EEA, if in a Customs Union, with a FTA, with nowt. The spectrum is vast. This is just the basics, with a focus on goods.
It is increasingly difficult to escape the conclusion that, to all intents & purposes, the UK government wants a Brexit In Name Only, i.e. all of the "sovereignty", few of the consequences.
Although it may seem a little passé these days, I remain unwaveringly of the view that the willingness to correct even an inadvertent error is a sign of strength, probity & reliability.
Indeed, it would be good if there was rather more of it.
The end of
#roaming
charges in the EU was a great relief in Ireland/N.Ireland border region.
E.g. In my sister's house in Fermanagh you could incur charges by moving from one room to another.
In a

Today we celebrate 2 years since the end of roaming charges in the EU 🇪🇺
You can call, text and surf the web while travelling outside your home country in any EU country without extra charges.
#EUandME
There's a genuine critical juncture right ahead for N. Ireland.
(NB it isn't about Unity v. Union)
Will it be allowed, even for a time, to have "normal" politics that improves lives?
Or will it be as a chemistry kit of Tory schoolboys determined to make a mess to prove a point?
If there was ever call for a brilliant, witty tweet, I guess this would be it...

Every so often I think it wise to ask ourselves:
Who the feck is Dominic Cummings, and how in the name of all that is holy did he 'and co.' get to decide all this?
@BorisJohnson
@vonderleyen
@MichelBarnier
It is the second of these — the UK’s domestic regulatory regime — that looks to hold the key. We know Dominic Cummings & co want a “light touch” regime with a “vague and non-statutory” watchdog-type regulator...that may not be enough /7
Even more than the slash & burn the
#NIProtocol
Bill represents, the repetition of this phrase throughout it should ring alarm bells across the UK:
"A Minister of the Crown may, by regulations, make any provision which the Minister considers appropriate.."
In sum: a customs border is a big deal. No technology can magic away that fact.
Any solution relies on a clear distinction between constitutional/political borders & economic/regulatory ones.
[Each of those slides is deliberately simple but let me know of any glaring errors!]

So Cummings always planned to leave before 31 Dec 2020.

A pity so few intl. agreements are a "cracking read".
Chief Secretary to the Treasury says "No Dealing" would be preferable to Revoking for the UK economy cos it'd take it out of "the kind of purgatory" it's in now.
From what I remember of catechism class, moving straight out of purgatory into Hell wd rather defeat the purpose.

Friends, after months of studious observation, I conclude that it's wise to ignore pretty much all GB Sunday paper headlines about
#Brexit
IRL/NI
#Protocol
@BorderIrish
etc etc
They are designed to generate cheap heat, reaction & speculation.
That's about the sum of it.
There will be no border in the Irish Sea between GB & NI. The NI Protocol explicitly prevents the creation of one. More than half of NI's external trade is with the rest of UK, which is why the UKIM Bill guarantees businesses in NI will have unfettered access to rest of UK market
Worth noting, no?
Loyalist charged over weapons haul found in his car by police investigating UVF bomb threat against the Irish Minister for Foreign Affairs is granted bail - against PSNI wishes but supported by UK Govt Minister, who says he will "continue dialogue" with him.
Statement from ACC Bobby Singleton confirmed contact between the two but not in relation to these matters, Minister Conor Burns also provided a letter saying he would continue dialogue with the accused, a reference also provided by a former chair of the policing board
'BREAK' indeed.

May wanting to water down the backstop to appease the ERG is like seeking to downgrade your car insurance from fully comprehensive to third party at the insistence of your joyriding nephew.
We need this insurance because the nephew is a liability & has the spare car key.

If only someone had the wit to tell him this was a real life, country's-future-defining type of decision and not a write-two-op-eds-and-pick-one-at-whim,-who-gives-a-sh*t kind of a choice.
Here we have a very basic outline of what 'smart border technology' can do and what it requires.
It is primarily a means of enhancing efficiency.
It cannot make a hard border 'frictionless'.
It requires physical infrastructure. It does not obviate the need for inspections etc
Nothing to see here...
Just a head of devolved govt, an MP & a Peer meeting with members of the UVF, UDA & RHC paramilitaries to discuss their shared opposition to an international legal agreement.
It doesn't matter which side or cause, this is wrong.
Don't be fooled by the low key tweet, this is potentially a Very Big Deal 👇
It certainly is if you are living in N.Ireland.
& most definitely is if you are a woman, gay or a victim of the Troubles.
(i.e. those whose rights were never properly met by the devolved assembly)

Suffice to say, this is a proposal *for* a hard
#border
.
Even more remarkably, it is for a hard
@BorderIrish
as defined by both the UK (ie physical infrastructure) and the EU (ie thick barriers to trade).
BREAKING: the UK has proposed a string of "customs clearance centres" on both sides of the Irish border as a key part of its plan to replace the backstop, RTE News understands. The "centres", effectively customs posts, would be located between 5-10 miles "back" from the border.
THE KEY QUESTION at the nub of the fuss re:
#Brexit
, the
#backstop
&
@BorderIrish
is this:
What the heck has the European Union got to do with

here❓
Well, the ANSWER is, when all's said & done, pretty simple.
It’s about the British-Irish relationship.

And here are, as I see it, the main scenarios we are looking at for UK/EU borders post-Brexit + a summary of what each would mean for GB/NI & NI/IRL borders.

#BorderBook
This, again, is a simple outline of what a customs border requires, both for those moving goods across it and for those charged with enforcing it.
It is intended to show that a 'hard border' is not just determined by its visibility. And this is before we even touch on NTBs etc.
"Breaking one international agreement to appease those who are in the course of breaking another international agreement –
under the auspices of protecting the integrity & objectives of both."
The multiple dangers in UK Govt's current
#Protocol
tactics 👇
1. Where is this technology/system used at the moment across a land border? (specific examples please)
How long & populated is that border?
How many crossing points? [How many 'designated' for customs?]
How many goods vehicles & private vehicles cross that border everyday?
