Okay. We understand homeless services are under huge pressure. But who would put a mother with a preemie infant and a 16 month old baby in one night only hostels for several weeks leaving them to walk the streets with their babies in winter weather?

Some years ago I was shown a 1974 ministerial briefing doc on Thalidomide which stated ‘the govt does not regard itself as under any legal or moral obligation to compensate the victims’. It also set out how no govt public warning was issued, apparently to avoid causing panic.
