Rampant crime is a choice. About 12 years ago the City of Fresno was being hit hard with auto thefts. There was a coordinated effort to get an injunction to stop pretrial release, and stack multiple prosecutions to max their bail. 6 dudes were responsible for 80% of the thefts.
