🧵In May, I was deep into my reporting on the killing of Jordan Neely, a man with mental illness choked to death on the subway, when a Greenpoint resident who had been reading my coverage reached out with a desperate email. 1/x

By the end of July, NYC had already spent more than $67M on police misconduct payouts for the year, according to a report released earlier this summer. I spent the past month digging into that report to see what’s driving the numbers. Here’s what I found:
BREAKING: 965 people at South Central Correctional Facility, which is managed by CoreCivic, have tested positive for
#Coronavirus
. CoreCivic now accounts for ~77% of coronavirus cases in TN prisons, though they house just over 1/3 of the state prison pop. Story coming.
This subway platform is packed with people. Note: if you’re planning to get on or off the subway at this stop, get out on one end or the other — not the middle of the platform.

Payouts for lawsuits against the NYPD topped $121M in 2022, nearly doubling the amount spent to settle claims of officer misconduct just 2 years earlier, per a
@LegalAidNYC
analysis of newly released city data. Here's more on what's driving the spike:
“It is so easy for politicians in the wake of Jordan Neely to say 'what a tragedy he just needed mental health care'. Meanwhile, here is an ALIVE person who is an active danger to his community and we can't seem to get him any care…" the woman wrote.
This weekend, the Davidson County Sheriff's Office lost its 1st inmate to
#COVID19
. The woman was 64. What struck me most is the charge that landed her in jail: missing a court date. She skipped a hearing for a DUI charge, & her bond was set at $500,000. She died 8 weeks later.
As a court reporter, I've also covered so many other cases that highlight the intersection between the mental health and criminal justice systems. It is important to note that a TINY fraction of people with mental illness commit violent acts. 7/x
That email sparked 6 months of reporting on a complex local story that speaks to a much larger pattern playing out in communities across the city and beyond. 5/x
BREAKING: A federal judge in D.C. has overturned a Tennessee judge's decision to release Eric Munchel, the man who stormed the Capitol & was photographed w/ zip ties in the Senate chamber. He & his mom will be detained until trial.

But when these cases occur, they can erode New Yorkers’ sense of safety and expose the systemic failures that allow people to fall through the cracks. And so often, they spark fierce debates instead of nuanced conversations. 8/x
Since May I’ve spoken with more than a dozen people who live and work in Greenpoint. I’ve also talked to mental health advocates, a clinician who treats people with severe mental illness, law enforcement, people who have spent time in psych hospitals and the Greenpoint man’s mom.
She said there was a man in her neighborhood who reminded her of Neely — that he had serious mental illness and had struggled to get help. The woman told me this man had also been arrested many times for assaulting and harassing people in the neighborhood. 2/x
Milton Thomas is one of ~420,000 Tennesseans who have lost the right to vote b/c of a felony conviction. Like many, the main thing holding him back was court debt. But a new

Medical examiner’s office has ruled the death a homicide. That’s a medical term — not a legal one. Manhattan DA’s office says:
“This is a solemn and serious matter that ended in the tragic loss of Jordan Neely’s life. As part of our rigorous ongoing investigation…”
The woman told me this man had also been arrested many times for assaulting and harassing people in the neighborhood. She said Greenpointers were scared and unsure of what to do. 3/x

The family of Malcolm X is in the room where the civil rights leader was killed 58 years ago today announcing their plans to file a $100M wrongful death lawsuit against NYC, state of NY & federal gov for withholding exculpatory evidence in its investigation into his death.
I spend a lot of time thinking about Nashville police data — requesting it, dissecting it, dreaming about it. Imagine my surprise when they unexpectedly published an open data dashboard! Check out the trends I found:
An NYPD officer has been suspended for punching a 14yo girl while trying to break up a fight near a school on Staten Island. Violence interrupters were supposed to be stationed at the school as part of a new city program that has yet to fully launch.
“we will review the Medical Examiner’s report, assess all available video and photo footage, identify and interview as many witnesses as possible, and obtain additional medical records. This investigation is being handled by senior, experienced prosecutors and we will provide…”
The aunt of a man killed by Jersey City police says she wishes she had never called the mental health crisis team that asked officers to come to the scene. "We really wanted him to get help because of his illness...We should have just left it alone.”
