#Boris enquired whether a highly qualified person, his wife Carrie, could be Chief of Staff at the FCDO as she had held a similar post elsewhere. He was told No. So she wasn’t appointed. Errrrrr. That’s it.

If there is no Withdrawal Agreement there is no implementation period. We crash out. Ignore the fancy words. Either Boris Johnson hasn’t a clue what he is doing or he is being deliberately deceptive. Either way he is unfit to be prime minister.
