The BBC has NOT offered to host #Eurovision 2023 in ๐Ÿ‡ฌ๐Ÿ‡ง the United Kingdom. The UK is a Big 5 countryโ€”they might have the budget & venue options to host the contest. However, there are no rules which stipulate that the runner-up is given first refusal if the winner can't host.
