For years communication scholars have researched differences in public opinion that result from what are called episodically and thematically framed news stories... Episodically framed stories are about discrete events, individual people, and do not contextualize the story...

Based research on the psychology of social/cultural conservatism, it would seem that these gut-driven processors are also more likely to be high in need for closure and prone to heuristic decision-making... which clusters on the side of social/cultural conservatives.

For the audience, the "bad cops" story is also comforting because it tells us that if we just “have better cops” it won’t be repeated. Which, given the timeline of the shootings last week, seems to be a false claim anyhow.

Discussing the Uvalde story episodically - exclusively as the result of individual failures of individual people - is journalistically easy. It also has compelling visuals to accompany the story, and satisfies the need for "characters" and interpersonal conflict.
