What can happen when disaster-affected groups resist -even outright reject- designs for disaster recovery? My chapter in Design for Emergency Management (van Manen et al., 2024), expounds on my work on "design thinking" in which community partners challenged designs in 2 cases..

In my thesis, I say that a favorite Tagalog word is "unawa" or to understand. Root word: "awa", meaning "mercy", "pity", or "compassion". "Unawa" recognizes that understanding is inseparable from compassion. We seek to understand out of care. We care and thus seek to understand.
QCGov stopped SMC's construction in QC circle after discovering the actual site was 5x larger vs the plans & after listening to heritage advocates & environmentalists.
The government can refuse destructive projects if it truly wants to -& despite agreements made by past admins.
And this isn’t a one time thing. Mayor Joy has some amazing things done
1. Prevented SMC from building a 3 story mall/MRT station in QC Circle to protect the park
2. Creates district action offices to decentralize LGU services
3. Improved DRRM
4. Payatas Bike Park
Some say LGU typhoon precautions have been overkill given the forecasts. Typhoons have pulled the rug from under us by suddenly changing directions or intensifying, leading to so much suffering & loss. Overpreparedness is better than complacency. This is an improvement.

Breaking News: Nepal 🇳🇵Supreme Court dismissed the Government proposal to construct the biggest airport of Nepal at Nijgadh forest by cutting down 2.5 million trees at 8,045 hectares of total area. This is a big win for all the brave climate activists of Nepal.
I am so sick of hearing "job creation" as a justification for massive destruction of the environment. We can create jobs from protecting the environment. Businesses and jobs would not exist if not for environmental resources. Epic short-term thinking and anthropocentric hubris.
This book stop in front of Manila Cathedral is a form of urban enchantment, a space that prompts pedestrians to go out of their way because they're drawn to it. Most people who dropped by were Instagrammers who used the books as props. Ah well. It's a start.

I'm increasingly convinced that what neoliberal & privately owned developments like BCG ultimately peddle to the rich and middle class is urbanism based on amnesia: the loss of memory of living in a poor country - and the convenient loss of compassion that accompanies it.
Remember Mang Arnel, the Filipino fisherman who bravely took on 2 fast boats from the China Coast Guard but was chased away?
He circled the huge CCG 3105 ship in an apparent show of protest right after the chase, his mother boat joining in and sailed close to the foreign vessel.
And what was the science that backed these bills? There is so much evidence that forest protection is better than reforestation in terms of reducing emissions. Old growth forests can save us from 100 tons of carbon annually. Reforestation can only do 3% of that /3 tons annually.

"Superstitious" beliefs like this are often scoffed at as they dont fit neatly with modern rationality. But these "outdated" beliefs prompt care for nature & fear of its retaliation when neglected. And what is "novel" posthuman theory for some is simply a way of life for many.

For Bicolanos the storyteller must be invested in the tale. When discussing abstractions(eg governance)they explore how they personally fit into the story. 'Ang sa akin/sa ko lang' may sound lutang but the 'lang' is key. It recognises we're part of something bigger than ourselves.
I loathe the term "immersion". Especially when used by elite schools & corporations to refer to parachuting into marginalized communities - only to return to privileged lives grateful for what they have yet still largely uncritical, unsettled & unmoved by poverty and inequity.
"Culture" is not an "essence" that humans have more or less of. In anthropology, culture is the process of making meaning with, for & against others. "Manila = no culture" is a cultural issue in itself bec it begs the questions:Who does this meaning privilege as well as silence? +
Not to mention almost non-existent ang culture here sa Manila unlike capital cities ng neighboring countries natin. The likes of Bangkok, Phnom Penh, Taipei, Tokyo, buhay na buhay ang kultura nila sa capital cities pa lang.

The passive aggressive & patronising energy in being called "hija" (daugther/young girl) which I still experience as a woman well into my 40s. Mostly from older men who are desperate to put me "in place" & unable to disguise their deep insecurity about their growing irrelevance.
Not just corruption, the idea of "flood control" is a problem. States try to contain hydrological flows existing for thousands of yrs via hard infra & slave/low wage labor, doing more harm than good. We need flood management working w nature not megadikes that will obstruct rivers
Time to retire the term "natural disaster." We can prevent hazards (eg typhoons) from becoming disasters with the right leaders &choices."Natural disaster" no longer used by UN Office for DRR &term is banned in some disaster journals, recognising the political nature of disasters+
Regrouping with fellow Filipino anthropologists. Series of events on the role of "Filipino culture" in the unfolding of national politics since Martial Law being planned. Any anthros out there who want to be part of this please get in touch.
Bhutan is also the planet's first carbon negative country (1 of 3 including Suriname & Panama), which countries fully subscribed to the dominant economic model can only dream of.
We need to talk about this. Many who risk their lives for disaster response also risk losing their loved ones and homes. What support do we offer local actors on the frontlines of disaster management? How are we helping them work through their own losses and trauma?
The UN Office for Disaster Risk Reduction warns that drought is on the verge of becoming the next crisis with a scale similar to the Covid-19 pandemic. We cannot waste precious water on golf courses that only cater to the elite.
Climate activists targeted several golf courses around Spain, plugging up holes to protest the amount of water used to maintain these courses as the country is gripped by a severe drought
In public spaces people interact with those they dont typically encounter. Strangers become individuals who are recognised& engaged in social&political activities. Fleeting visibility& interactions can produce liberalising qualities eg broader worldview &better problem solving ⬇️

Despite progressive women-centered policies, Philippine society still tends to be matricentric yet patriarchal i.e., women have more power in decisions within the home ("ilaw ng tahanan") pero sa labas ng pamilya, sa pulitika & kalakaran, dehado pa rin kaming mga kababaihan. 1/2
This will only work with government-led systemic changes for active transport on a mass scale. Banking on individual choices to address climate change mitigation without enforcing structural changes is neither effective nor fair to those who have no hand in causing this crisis.
To those who are so afraid of women's rights, know that it's not a zero sum game. The evidence is abundant and clear. Families, communities, and societies benefit exponentially when women are able to live safely, healthily, and fully.
"Academics" vs "practitioners" is a false dichotomy. Academic work is a form of practice, many academics are involved in policy, development work & community organising via university extension programs or living labs or volunteer work and many practitioners teach.
Painful to see this platform filled with Filipino genocide apologists.

Also during Covid lockdowns & Typhoon Odette, men in the village played an active role in sexual & reproductive health by asking for contraceptives on behalf of their partners. The support of men allies helped reduce the # of unplanned pregnancies from 20 in 2020 to nil today 💜
Giving heat stroke tips without discussing the culpability of fossil fuel companies for a warming planet (while discouraging a sustainable mode of transport) individualises responsibility for effects of climate change. This is an incomplete story.

We're always caught off guard partly because our DRRM frameworks assume disasters are exceptional events. In last 10 years, the more likely scenario is we do response for some disasters (eg Paeng,Abra, Karding) while applying recovery for others (Odette) often in same areas +
Never voted for Dick Gordon. He's always struck me as arrogant, entitled, and unkind. The embodiment of a boomer trapo. We cannot allow any more dicks to lead this country.

Why is the media giving so much weight to a business tycoon's opinion on flooding in a site where he has a vested interest. How about, oh I don't know, actual flood experts and people who are about to lose their homes and livelihoods?
Prof Randy recognizes complex histories while rejecting neutrality in the face of injustice. These stances need not be mutually exclusive.

In critical scholarship "Global South" denotes people/spaces systematically subject to the violence of capitalist expansion.
Not simply a synonym for "developing countries." Why naming a capitalist icon e.g. a mall "Global South" is esp ignorant, ironic, even cruel.

Disaster injustice is fisherfolk toiling in extreme heat in PPE's, trying to save their environment that was destroyed by an oil spill caused by those who have zero stakes in their world.
