I think there is more that can be said with how Flynn wants to use the characters than just developing them. He wants to have Sonic be essentially an on call superhero to an organization rather than depicting him as a free spirited adventurer that gets into danger

There's been a lot of debate about why Classic Sonic is written much more, "like Sonic," in IDW, than Modern Sonic is. And I think something people aren't considering but is obvious is that Ian Flynn is clearly trying to make Modern Sonic feel older and more mature than Classic
