Maybe the issue is the opposite --- that we're mandating foreign languages too late and for not enough time. Telling a teenager to suddenly care about Spanish for three years at age 14 isn't going to produce long-term bilingualism. Has to start earlier.

Compared to the rest of DC, that is nothing. Navy Yard is the real hellhole. The point is that DuPont Circle is a cushy, historic, yuppie neighborhood complete with rainbow crosswalks and Jill Biden-themed Christmas trees in winter, and it still has spill over of social decay.
