If it's mechanical it's perfectly legal. Anyone could do it but it's about how much more lap time it's worth with a low-rake car. As you can stall the diffuser and dump a load of drag.

I seem to recall defending in print the idea of 17-year-old Max Verstappen and veteran of 24 junior races Kimi Raikkonen being allowed in F1, saying they'd comfortably be fast enough. Now I find myself explaining that so will 39-year-old Alonso. Performance trumps everything.
