SAMMY'S LAW WILL FINALLY PASS!
This moment would not have been possible without your tireless advocacy and unending commitment to street safety.
A message from Amy Cohen, mother of Sammy Cohen Eckstein:
A 99-year-old Holocaust survivor is now dead because there was no safe way for him to cross the street in his electric wheelchair to get to his synagogue on Saturday.
This street is known to be deadly. We are devastated and offer our condolences to the family of Jack Mikulincer.
We’re advancing a package of 8 (!) bills in Albany this spring with
@TransAlt
that have the potential to usher in a new era of safety and justice for New Yorkers. These are exciting measures that have the potential to really move the needle and save lives. But we need your help!
#4
. Vehicle Safety Rating & Labeling (S4307/A575): Would require warning labels for SUVs/pickup trucks warning consumers of their dangers to pedestrians and cyclists. Would be displayed at point of sale across NYS, like fuel efficiency rating
This is a first of its kind bill 👀
Hi David, we've all lost loved ones to traffic crashes or have been seriously injured.
We would love to sit down with you and give you the scoop on the history of New York City's speed safety camera program. This is a very important story to tell.
What sort of off-brand city sends me a $50 camera ticket for speeding in a school zone for racing at 36 mph in a 25 zone at -- wait for it -- 5:40 a.m. in total darkness on a morning in -- wait for it -- mid-July?
Two-word clue: Yankees Suck.
We joined
@Sen_Gounardes
today to introduce new legislation to hold reckless drivers accountable.
When people drive drunk, we put a device in cars to prevent it from happening again.
When people speed, repeatedly, we should use similar technology to stop that.
Police blamed Lauren Davis, 34, after she was killed while cycling. Accused her of biking the wrong direction (she wasn't).
This is why our Crash Victims' Bill of Rights is important. It gives crash victims timely access to police reports, allows them to testify at DMV hearings.
Today we attended a taping of
@TheView
to deliver a letter to
@WhoopiGoldberg
. We wanted to continue the conversation she began about the national epidemic of traffic fatalities.
"A wipeout on the Tour de France is a bicycle accident. Getting rammed from behind by a car is not a bicycle accident."
Agreed. This was a tragic, preventable crash. We must shift language to confront traffic violence.
Our ♥️ is with the Bradley family.
Mr. President,
Like you, we’ve lost family members and loved ones to car crashes.
We cannot build our future around 9,000-pound monstrosities that can accelerate to 60 mph in under 3 seconds.
We need vehicles that keep us all safe — whether we’re inside or outside the car.
On my watch, the great American road trip is going to be fully electrified.
And now, through a tax credit, you can get up to $7,500 on a new electric vehicle.
Big, BIG announcement today from
@USDOT
, which is out with $800 million in street safety grants across the country.
A snapshot of the good these funds will do...
.
@SecretaryPete
w/ 🔥🔥 remarks on the epidemic of traffic violence at the
@usmayors
conference.
"I want to remind you that the loss of life in traffic crashes in our communities is almost identical in proportion to the loss of life from gun violence."
WOOOT!
Our Complete Streets bill increasing funding for local projects that include life saving features like enhanced crosswalks and bike lanes PASSED the Senate and is headed to the governor's desk.
Thanks
@SenKennedy
and
@PatriciaFahy109
!! (sponsors) 🙌🏽🥳
Blaming bike riders for their death is cruel.
This is especially insulting, as we've lost loved ones to crashes.
94% of bike riders killed by a vehicle were killed on streets without protected bike lanes.
Building infrastructure, not victim blaming, will make streets safe.
The
@NYDailyNews
front page speaks volumes: 2023 marks the deadliest year for cyclists since 1999, e-bikes topping the list. Most e-bikes disregard traffic laws.
The lack of accountability is clear: Let's pass my bill for license plates to make our streets & sidewalks safer.
“It is a shocking sight to see police, who are sworn to protect and serve us, using their vehicles as weapons against New Yorkers.”
Families for Safe Streets statement in response to NYPD’s brutal use of SUVs during Saturday’s protest in Brooklyn:
New York City should control its own speed limits — not Albany.
We're grateful that the NYS Senate joined Gov. Hochul and included Sammy's Law in its budget proposal.
Let's get it passed!
Sammy’s Law would give New York City local control of speed limits.
Despite support from a majority of NYC assemblymembers, the governor, and the mayor,
@CarlHeastie
refuses to bring the bill for a vote.
We are now 50 hours into our hunger strike and he still won’t explain why.
Our members are part of a club nobody should have to join.
Attacking Hindy Schachter for "playing the dead husband card" while advocating for a bike lane in her own neighborhood is absolutely beyond the pale.
Shame on you.
“Our society idolizes the motor vehicle. That is not the way to live going forward. We cannot put cars before people... or speed over safety,” says
@NYCMayor
.
99 hours in.
Speaker Heastie’s failure to bring Sammy’s Law to a vote is insulting to the millions of New Yorkers who know someone injured or killed in traffic violence.
Why is this NYPD cruiser parked in the crosswalk?
Why is NYC not designing streets so vulnerable street users are always protected and seen by motorists?
Why is the de Blasio admin still relying on armed officers distributing flyers for street safety?
This is not Vision Zero.
Our Traffic officers visited our busiest intersections, raising awareness on bike safety. Reminder, Please utilize the dedicated bike lanes and always be aware of your surroundings. Don't assume motorist always see you!

“I wish I didn’t have to do this.”
Nobody should ever have to join our movement.
But the heroes who power FSS have saved lives & make sure nobody faces the horrors of traffic violence alone.

@NewYorker

📰
Huge news:
@UFT
just endorsed Sammy's Law!
It's time to let New York City — not Albany — control its own speed limits. Let's get it passed in the state budget this year!
Waiting for the bus should not be a deadly act.
Needing to shove loved ones to safety to avoid deadly drag racers should not be a norm.
Every detail in this story is devastating and disturbing.
Our hearts are aching for Aniya Blandon and her family 💔
We are extremely heartened to hear that
@GovKathyHochul
wants to remove the politics from life-saving safety improvements and empower local governments to make streets safe.
This is a HUGE paradigm shift in Albany’s approach to safe streets.
We are devasted to hear this, and our thoughts are with you
@votejgr
. We are hoping for a quick recovery.
No one should be seriously injured - or worse - simply walking around NYC.
Every crash is a policy failure.
On Thursday night, I was hit by a car in a crosswalk while walking along 35th Ave in Jackson Heights. I was badly bruised and broke my arm. Others are not as fortunate and never make it back home. Too many families never see their loved ones again.
Traffic deaths are up 42% compared to this time last year, and we’re not going to tolerate an administration that puts safety second. Join us on May 7 to remind
@NYCMayor
that
#VisionZero
must be reinvigorated and applied more systematically.
Speed safety cameras work.
Speeding has dropped by 72% at the limited locations and hours they are allowed to operate.
After a year of record-breaking traffic violence, it is key that this critical
#VisionZero
tool is expanded to save lives and make streets safe everywhere.
Today we released our annual Automated Speed Enforcement Program report (2014-December 2020). The report highlights the speed camera program’s continued success at curbing speeding – one of the leading factors in serious crashes – with cameras reducing speeding by over 70%.
Hunger Strike Update: Amy & Fabiola are 24 hours into their hunger strike for Sammy's Law.
Since starting:
✅ The State Senate overwhelmingly passed Sammy's Law, 55-7
🙋 Seven new assemblymembers co-sponsored!
☎️ We're hearing that
@CarlHeastie
’s office is flooded with calls
In honor of
#MothersDay
, a story about our co-founder Amy Cohen,
@amylcohen
Amy's son, Sammy, was killed by a reckless driver at 12-years-old in Brooklyn in 2013...
Here’s what’s proposed.
#1
. Sammy’s Law (S524/A4655): Named for the late Sammy Eckstein-Cohen, killed at 12 while walking in Brooklyn. Would allow New York City to lower speed limit below 25 mph. Help set delivery and local traffic speeds for Open Streets.
Amy and Fabiola have been on hunger strike for 96 hours.
We are tired of
@CarlHeastie
’s inaction on a basic bill to give New York City the power to set its own speed limits.
We have the votes to pass Sammy’s Law.
We need the Speaker to stop playing politics and hold a vote.
@Sen_Gounardes
Only a fraction of people would be affected. Intelligent speed assistance would be installed in the cars of people who:
➡️ Receive 11 points on their license in an 18-month period
➡️ Receive six speed safety camera violations in a 12-month period
This would apply for one year.
#3
. Speed Cameras 24/7 (S5602/A6681): Would allow NYC speed cameras to operate all day (including at night when speeding can be especially egregious.)
Why is this important? Speed cameras are effective in reducing speeding and injuries.
But that's my criticism: Pols in Albany and the city were ONLY able to effect/expand the camera program behind the skirt of school safety. That's the populist lie behind the law. In reality, they camera'd up nearly the whole city, all hours, without addressing voters honestly.
We’re in Astoria for World Day of Remembrance.
Together, we remember.
Yellow flowers for the 3,000 people seriously injured in NYC this year
Shoes for the 80 pedestrians killed.
Bicycles for the 27 cyclists killed
Scooters & strollers for the 10 children killed
#WDoR2023
"For Sammy and for so many others we are fighting," says
@Fam4SafeStreets
co-founder Amy Cohen, who's 12-year-old son Sammy was killed by a reckless driver in 2013.
She will lead 1,000 mile road trip for the Crash Victims Rights and Safety Act this week.
"My legacy is not how many bike miles I do. My legacy is not how many bus miles I do." -
@nycmayor
addressing a crowd of transportation department employees at 55 Water Street today, per a recording shared with me
“It is unacceptable that, as a nation, we are burying over 40,000 children, brothers, sisters, mothers, loved ones...day in, day out, year after year.”
Traffic violence is preventable.
Our co-founder Amy Cohen met with
@SecretaryPete
to mark
#WDoR2022
and call for action.
Today is the World Day of Remembrance for Road Traffic Victims.
Behind each fatal crash there is a family that is missing a loved one. It doesn't have to be this way. We must work together to create a world in which everyone can reach their destination safely.
#WDoR2022
“New Yorkers don’t need any more statements, empty promises or go-nowhere task forces — we need immediate action to save lives.”
We could not agree more.
A driver with 160 traffic violations. A three-month-old is dead. Their mother is critically injured.
We are furious and heartbroken. Six people killed this weekend on NYC streets.
We need immediate action from
@NYCMayor
to save lives.
Our statement:
For years, the NYPD has failed to sufficiently investigate crashes, while victim-blaming cyclists & pedestrians.
The status quo cannot stand.
Please read this important oped on new legislation that would reform this process, ensure justice & safe streets.
#8
. DMV Pre-Licensing Course (S1078A/A5084): Would require instruction in bike and pedestrian safety as part of driver’s education training. Sponsored by
@agounardes
and
@EmilyAssembly
Hour 72 of Amy and Fabiola's hunger strike for Sammy's Law.
They aren't giving up. We aren't giving up.
@GovKathyHochul
,
@NYCMayor
,
@NYCCouncil
,
@AARPNY
+ more all support this.
We have 36 NYC co-sponsors and 55 total sponsors.
No more excuses
@CarlHeastie
. Let's get it done.
We're in Albany today with a simple message: New York needs safe streets now.
The Crash Victim Rights & Safety Act is a comprehensive package of bills to address the crisis of traffic violence on our streets.
Dan Langenkamp and his wife, Sarah, were working for the state department in Ukraine before war broke out, and they were rushed home for their safety. In August, Sarah was killed while biking her kids to school in Bethesda, Maryland.
At locations where NYC has speed cameras, pedestrian, cyclist & motorist injuries have declined 17%/yr.
In 2020, 35% of NYC traffic deaths were in school zones at a time when cameras legally could not operate (outside of 6 am-10 pm)
We’ve lost 226 of our neighbors, friends, and loved ones to traffic violence this year.
Our leaders must ACT to save lives.
#WDoR2023
#SafeStreetsForPeople
The Assembly session is not over and neither is our fight to pass Sammy's Law and allow NYC to set its own speed limits.
Here's what you need to know:
1⃣ Sammy's Law has the votes to pass.
A significant majority of assemblymembers have pledged to vote in favor of Sammy’s Law.
Good morning.
It's hour 70 of Amy and Fabiola's hunger strike.
It's the last day of the legislative session.
Speaker
@CarlHeastie
still won't say why we refuses to bring Sammy's Law to a vote.
Ask him why he won't: (518) 455-3791
"The vehicle in question was a
@Ford
F-250, which is a huge. The front rail is five feet tall,” said
@NYC_DOT
's Trottenberg. “I don’t want to say no one should drive those vehicles. But if you’re going to be behind a vehicle like that, you have to drive with the utmost care.”
"41% of the men who caused fatal crashes in 2018 and 2019 were driving trucks or SUVs. That’s a sharp increase from the period from 2013 to 2017, when 32% of men blamed in fatal accidents drove trucks or SUVs."
#CrashNotAccident
#EndTrafficViolence
Nobody should experience the pain of losing their loved one in a preventable car crash.
Zero traffic deaths must be the goal. Today, we take an important step toward making this a reality with 24/7 speed safety cameras.
#5
. Dangerous driving: (S6202): Would make it easier to charge reckless drivers who injure or kill someone with a misdemeanor. Would not add a new charge, just clarify language.
Even drivers who kill in NYC are almost never charged
“I'm asking lawmakers to feel the weight that Families for Safe Streets members carry every single day, and take steps to make sure no one else feels this terrible impact by cars that are as dangerous and weigh as much as a rhino.”
- FSS Member Julie Huntington
Each year, cars get larger, heavier, and deadlier.
These supersized vehicles are killing people walking, biking, and driving in record numbers.
One solution: Adjusting vehicle registration fees to adjust for traffic violence & road damage.
New report:
"He was just finishing work at the car wash. He was on his way home. He leaves a wife and two kids, an 11 year-old boy and 7 year old girl, back in Guatemala."
Just heartbreaking. Preventable traffic violence destroys another family on
#deBlasiosStreets
💔
We know how to prevent traffic violence. Lower speed limits are a proven way to prevent crashes.
Passing Sammy’s Law and giving New York City control over its speed limits will protect New Yorkers.
Thank you for supporting Sammy’s Law, Governor!
Giving New York City the ability to lower its speed limit will prevent crashes and save lives.
I included Sammy’s Law in my Executive budget because it will make our streets safer for all New Yorkers — regardless of how they choose to get around their community.
📢📢 TOMORROW: After Monday's horrific crash, we are marching down Broadway to call for action to end traffic violence citywide.
Tell your friends, bring a sign, and join us in demanding people over cars on our streets.
#OpenBroadway
#NYC25x25
#VisionZero
"Advocates say
@NYCMayor
and his administration have been too slow to rebuild dangerous streets and too quick to bow to complaints from motorists inconvenienced by changes like protected bike lanes and pedestrian islands."
@Sen_Gounardes
When this technology was implemented on City of New York vehicles:
➡️ Hard brake events fell by 36%
➡️ Vehicles followed the speed limit 99% of the time
Crashes have killed 102 people in NYC this year, including 91 since Sammy's Law was introduced in the Senate.
Enough is enough. NYC needs control over its speed limits.
Join us at 11 a.m. tomorrow outside
@CarlHeastie
's Manhattan office at 250 Broadway to demand a vote.
Today in his Albany budget testimony,
@NYCMayor
urged NYS to give NYC home rule to control speed limits on our streets!
This is a big boost for our efforts to pass Sammy's Law as part of the Crash Victim Rights and Safety Act this year.
#SafeStreetsNowNY
#7
. Safe Passage (A547): Establishing 3-feet as the safe, legal distance for drivers passing cyclists. Would bring NY state law in line with 33 other states, establish clear expectations for drivers.
#2
. Crash Victim’s Bill of Rights: Would give crash victims the right to timely crash reports, to attend hearings related to their case and submit victim impact statements.
A word about this:
Since 2016, deaths involving SUVs have increased significantly for both pedestrians and cyclists. This measure, sponsored by
@agounardes
and
@nily
, would at least warn consumers that SUVs increase their chance of killing a pedestrian or cyclist.
We applaud this action by
@USDOT
to address the safety crisis on our streets! A new proposed policy would make certain safety initiatives eligible for a 100% federal match. Let's go!
“At the 150 intersections with red-light cameras, the number of severe injuries from crashes declined from about 633 a year in the 3 years before the cameras were installed to 103 after they were in place.”
Our new
@NYCMayor
has long been an ally of FSS. We will work with him and
@ydanis
to make streets safe citywide. This starts with street redesigns that protect the most vulnerable street users, more car-free spaces, and fewer deadly SUVs on city streets.
#VisionZero
is possible.
#6
. BAC .05 (S131): Would bring NY state driving intoxication limits in line with global best practice (.05 BAC instead of .08 BAC).
This is a top recommendation of both
@WHO
and
@NTSB
. we know intoxication begins well before .08 BAC
This week or next could be make or break for NYC's congestion pricing plan.
Here's why it's important we get this across the finish line, not just for the climate, and for higher quality of life in our city, but for safety...
“When is this going to stop? We need to admit that this is a crisis,” says Families for Safe Streets member Fabiola Mendieta. “Traffic violence is a preventable epidemic.”
@Sen_Gounardes
This bill does not deny anyone mobility.
This simply ensures that people with extensive track records of driving dangerously change their behavior to be in line with the vast majority of other drivers.
We can prevent speeding and protect New Yorkers.
Last week, a 15 & 17 year old were both killed in a crash — the 100th & 101st children killed since Vision Zero began.
Today, we’re publishing our memorial to honor these children.
Our leaders must take action now to stop this page from growing.
➡️
The NYS Safe Streets Coalition is in Albany today with a simple message: Pass the Crash Victim Rights and Safety Act without delay.
We know how to make our streets safe for everyone — we need Albany to let us implement proven solutions to save lives.
Families for Safe Streets is a club that nobody should ever have to join.
Sadly, our membership keeps rising as we see the highest number of deaths on our streets since Mayor de Blasio took office. We know too well the pain and devastation traffic violence brings.
Tonight is the Democratic Presidential primary debate. There are still 18 candidates in the race. Not a single one has put out a plan to end the epidemic. We need to end the silence on traffic violence.
#EndTrafficViolence
.
"During the first quarter of this year, there was a 58% increase from 2020 in the number of pedestrian deaths from car crashes, which was already the deadliest figure since Vision Zero was introduced in 2014."
Every day, these numbers fill us with pain.
Amy and Fabiola are now 94 hours into their hunger strike.
It’s the last day of the session.
It’s time to pass Sammy’s Law,
@CarlHeastie
.
We have the votes to pass.
