There's a difference between aid and development assistance,
@IvankaTrump
explains—and if assistance is received, there must be cooperation toward achieving a long-term result.
How
#WGDP
aligns with America First:
COP26 in 1:
1. Progress made on negotiations
2. Media dominated by hyperbole & platitude.
3. Soaring rhetoric was the star, action still elusive.
4. Too little detailed diplomacy; too much high flying.
5. Celebrity = useless
6. Loads of hubris and hypocrisy by rich countries.
@TwitterSafety
@realDonaldTrump
I am still frantically checking with several presidential historians, but this might be the first president to ever be banned from twitter...at least since 1812.
Let me sum up the energy crisis in Texas:
1. People are suffering, and cold.
2. Workers are doing their best.
3. It is a complex and interconnected systems issue, and therefore cannot be simplified to a specific market, technology, regulation, planning issue, or operation.
This is pretty likely to be a bad decision:
1. It won't have a material impact on pump prices.
2. It will have a negative environmental consequence.
3. It amplifies already bad policy.
4. It may exacerbate global food insecurity.
Today, I am announcing that the Environmental Protection Agency is planning to issue an emergency waiver to allow E15 gasoline — gasoline that uses more ethanol from home-grown crops — to be sold across the U.S. this summer in order to increase fuel supply and lower prices.
Good lord, all this shows is a fundamental misunderstanding of the climate talks.
It is especially rich coming from US politicians, who govern in the country that is the largest oil and gas producer in the world.
More than 100 US 🇺🇸 & EU 🇪🇺 lawmakers appealed to the leaders of their countries & the United Nations 🇺🇳 to oust UAE 🇦🇪

One of the most difficult parts to digest during this 4 years of crime and grotesque behavior, is how little the Congress, or the civil service, or courts could do to stop it.
Some serious refining of the system is needed.
And yes, vote. Of course, vote.
For those attending COP (or following the coverage) here are my favorite 10 cliché, platitudes, talking points, and overused, yet meaningless phrases.
They have all already been used countless times at COP28.
I hope these are useful in navigating the climate genre for you.…
A recent study shows that electricity blackouts can be avoided across the nation — perhaps even during intense weather events — by switching to 100 percent clean and renewable energy, such as solar, wind and water energy.
Demonstrators clashed with police in Kazakhstan over the near-doubling of fuel prices in the country.
The government announced they had resigned in response to the unrest.
For all those insisting on viewing the war in Ukraine (and everything else) with a climate change lens:
Keep in mind that security, industrial policy, and, more recently, economics are all much more powerful drivers for increasing renewable energy than climate has ever been.
Apologies in advance; unpopular energy/climate thread (1/2):
1. Consider that almost all solar panels and critical minerals for EV batteries are supplied by China.
How are economic sanctions being developed in the case that China invades a sovereign country?
Critical minerals are at the heart of energy transitions.

Ours is here, and it is a much better paper:
We just published the most comprehensive paper on decarbonizing the cement and concrete sector to date.
It is part of a multi-year, global effort to go into excruciating detail on options for addressing climate change across industry.
No need for the hot takes, we wrote down the full story of the Texas Energy Crisis.

This is terrible timing from an optics perspective vis a vis the new IPCC Climate Change Assessment.
It also clearly shows the intense political pressure that comes from rising energy prices.

The Colonial Pipeline crisis shows that we need more American energy to fuel our economy, not less.
But the Biden Administration has already canceled the Keystone Pipeline and paused oil and gas drilling, leaving our energy supply more vulnerable to attacks.
Though registered, I will not attend the UN climate talks

I cannot justify the environmental impact, and feel there are unresolved equity issues related to the pandemic.
Addressing climate is the combined responsibility of individuals, companies, and businesses.
I worked directly on energy security issues in Europe for about 12 years. A few thoughts;
1. Energy is only one sector of the economy.
2. Oil and gas are very different markets.
3. The electricity sector is only one part of the energy sector.

#LeadingtheEnergyTransition
South Africa is likely to prioritize energy security over its decarbonization aspirations to avoid further damage to its economy, says James Mackay, the chief executive officer of the Energy Council of South Africa
A very simplistic concept, perhaps.
2 quick points:
1. The US is the world’s largest producer of oil and natural gas.
2. Almost all of the world’s solar panels come from China.
Thoughts on the energy bill:
1. Without Murkowski there would not be one. And it took years.
2. It is far from perfect and not coherent. Too short extensions, not enough R&D funds, etc.
Still, it is something. Take it. Onward.
The proposed SPR release by
@WhiteHouse
is concerning for several reasons:
1. A big step, but not compared to global market.
2. Risky in terms of its actual impact on price.
3. Seems to be focused on price, not security.
4. Odd in terms of signals to OPEC.
I have designed, analysed, implemented, and now teach public policy.
Compared to climate change or health care, addressing gun violence is considerably less complex.
The policies required are well known, and there is precedent for them in almost every other country on earth.
As I have discussed many times:
The criticisms aimed at UAE, because they are an oil producing nation who is hosting the annual climate conference, by US officials or NGOs is laughable.
CHART OF THE DAY: American total petroleum liquids output (crude plus condensates and natural gas liquids) rose in September to a staggering 20m b/d (to be precise 19.99m b/d).
Notable that US petroleum output has doubled over the last decade — take that into account at

Tomorrow, the
@UN
will host its 1st high level meeting on energy in 40 yrs.
The event will get a small fraction of the attention of the myriad climate events.
But the subject is more important to most of the world.
My essay is, sadly, still topical:
Imagine a world where people of all ages, all backgrounds from anywhere, of any gender, or any ethnicity have equal access to basic services (like clean water, food, and energy) and freedoms.
Richard Branson says he and Virgin Galactic are opening space for everyone: “Imagine a world where people of all ages, all backgrounds from anywhere, of any gender, or any ethnicity have equal access to space. And they will in turn , I think inspire us back here on Earth."
Breaking: An entire journal issue dedicated to exploring the Geopolitics of the Energy Transition!
My opening salvo to the great research:
There is exploration of work ranging from solar, to the military, to regional conflict, to critical minerals.

It surprised a lot of pundits that Biden did not focus more on climate change in his speech tonight.
That is because, wait for it...it is not a political priority. It is competing with gun violence, cancer, veterans, voting rights, Ukraine, the economy, etc.
A little perplexed by the idea that Biden didn’t talk about the climate. The entire industrial revival/“Made in the USA”/“Buy American” shtick is how he talks about his domestic climate policy.

Focusing on the security, air pollution, water pollution, and economic benefits of clean energy will be *much* more effective than trying to transact solely through a climate lens.
Let's be clear: The climate crisis is a threat to our national security, economic security, & public health/safety. Clean energy is key to disrupting the threats ahead and

Demand reduction and energy efficiency are called the "first fuels" for a reason.
Over the last 50 years or so, it is common knowledge in the energy community that they are the fastest, cheapest, and most beneficial actions to take for security and the environment.
What Ukraine needs now is immediate military support: tech, weapons, intel, money.
(Viewing this invasion as a problem of climate change is obscene.)

No, that simple scenario study did not find that gas is dirtier than coal, nor was the paper focused on that topic.
We did a meta analysis comparing life cycle emissions from the two sources, with a focus on gas, here:
Yet another study, this from MIT, finds natural gas dirtier than coal: Methane leakage rates are between 1.5% and 4.9% and “fugitive emissions can be escaping from where natural gas is being extracted and produced, all the way along to the end user”
