If you want to talk about cuts, look at Trump's 2020 education budget. You see lots of zero's, including line g which is the line item for the FUTURE Act that Trump eventually signed. This is a reminder he let it die before Congress funded it. That's more of a cut. 8/

Since folks are trying to revive Trump as the HBCU champion, let me remind you. The permanent funding was for one program, a program Trump zeroed out. Alma Adams brought it back to life. Stop giving him credit for signing a bill that had veto proof approval in both chambers.
