Boris Johnson says it is “simply incorrect” to say he intervened in Lebedev’s peerage after Holac’s initial rejection based on a security assessment.
His denial is at direct odds with the multiple sources The Sunday Times spoke to, and later those who confirm story to
@Peston
EXCLUSIVE: The Sunday Times has seen messages from Carrie Johnson, appearing to show she had a gathering in No11 flat on evening of PM's 56th birthday
They are the first hard evidence of a gathering in flat - and for the first time, no1 is denying
1/
EXCLUSIVE: PM attended a secret Tory fundraising dinner attended by at least one donor with Russian links on the night Putin invade Ukraine
He told the approx 75 attendees he needed to leave early to deal with the crisis. Gove and Wallace also there
EXCLUSIVE 🚨: Suella Braverman asked Home Office civil servants to help her avoid a speeding fine and points on her licence by arranging a private one-to-one driving awareness course
Serious Qs over whether she may have breached ministerial code
1/4
Having spoken to a few Labour contacts today, clear Sir Keir Starmer's strategy on Cummings is to keep quiet and let Conservative MPs do all the talking.
Told that when asked who was doing the broadcast round for the party this morning, one official replied: "Michael Gove".
Striking feature of our Lebedev report is how officials around Johnson have been raising eyebrows for a decade
- several from City Hall say he should have known of MI6 concerns
- one from Foreign Office said they were alarmed at trips to Italy
- No10 aides objected to peerage
Exclusive: Alan Bates became so exasperated with Ed Davey (when post office minister) he stopped engaging with him
He told Davey in 2011: "having nailed your colours to [Post Office's] mast...there was little point in continuing a dialogue with you"
1/
Sir Roger Gale, the local MP at Manston, says that originally he thought the Home Office had found it difficult to find new hotels to transfer migrants.
This morning he tells BBCR4T he’s been told it was a deliberate policy decision not to book hotels
Also worth bearing in mind, when ministers are asked about the BBC Chairman today, that Richard Sharp is not only long-term friends with Boris Johnson
He is also Rishi Sunak’s former boss
Breaking: The intelligence and security committee has begun looking into Lord Lebedev's peerage
It says the government failed to provide information requested to the deadline it had set and has only received in the past 24 hours
Brilliant line of questioning from Greg Clark of Huawei UK exec Jeremy Thompson just now.
GC: Are Huawei UK directors free to express their views?
JT: Yes
GC: What is your view of Hong Kong national security law?
JT: Okay...I'm a telecomms executive...I don't have a view.

The Sunday Times today takes you through five submissions from mid-September to late October
With pressure growing on Richard Sharp over his role in talks over Boris Johnson's loan facility, it is worth reminding people that there are two parts to this story
The other part of this is Sam Blyth (Johnson's guarantor) and his bid to become CEO of the British Council
1/8
As I reported this weekend, for the first time no one is denying that a gathering took place
The Sunday Times has seen evidence that cannot be disputed
There appears to be no work meeting defence for this event
A source who was present at a dinner attended by hedge-fund managers a week ago revealed: “They were all supporters of Truss and every one of them was shorting the pound.”

Update on the Boris Johnson phone that was switched off in April 2021 and to be never switched on again
Times reporting that covid inquiry has agreed with Cab Office that it can be turned on by security experts
But here's a fun fact for you.... 1/3
The aide has come forward to provide the messages after expressing concerns about the integrity of both the Met and Gray inquiries. They provided the messages to the Met and say they offered to show Gray inquiry the messages in person in January - and again in May

🚨
Boris Johnson funded his lifestyle in No10 through a credit facility of up to £800,000 underwritten by a multi-millionaire and distant relative
Sam Blyth also gave Johnsons free use of his Caribbean villa 1/4
EXCLUSIVE w/
@Gabriel_Pogrund
🚨
The BBC chairman helped arrange a guarantee on a loan of up to £800,000 for Boris Johnson weeks before the then PM selected him for role
Johnson was told to end Richard Sharp’s involvement by Cab Office
(1/7)
Imagine being Phillip Lee. Resigning from a ministerial post to back your friend and his amendment on a meaningful vote, only for said friend to then to vote with the Government you just resigned from. Oh, and your constituents want you deselected. Politics.
Number 10 say the event was a longstanding diary engagement, he was there only for beginning, and PM could not have known about invasion.
But Western nations - and Johnson personally - had been warning for days it was imminent.
Fireworks in the Commons.
Labour's John Cryer claims PM's address one of the most "contemptuous" he has ever seen.
Bercow erupts at chuntering Tory MP. Asks MPs to "grow up" and "raise the level".
Leadsom retorts his outburst doesn't help.
He orders her to sit down
Few more observations on Sharp story & Johnson £800k loan:
- We were told that it was used by Johnson to finance lifestyle/help repay loans relating to wallpaper-gate. Not denied by team Johnson
- Blyth’s involvement clearly risked a conflict (British council)
And yet…
When the civil servants refused to help, she turned to a political aide for assistance. They tried to get the course provider to agree to the arrangements
The course provider refused
3/4
Braverman, who is in charge of UK law enforcement, later pulled out and opted to take the three points on her licence
Sources close to her insist she has not broken ministerial code
4/4
They instead implied the allegation was getting mixed up with the legal family gathering outdoors
The messages seen by The Sunday Times suggest that was at best misleading, at worst a lie.

This may be one of the funniest things I've ever watched at a Parliamentary select committee.
Barry Gardiner and Neil Parish go full Handforth Parish council over 🐟🐟
EXCLUSIVE w/
@Gabriel_Pogrund
The head of MI6 had concerns about Boris Johnson’s friend Evgeny Lebedev almost a decade ago
In 2013, Sir John Sawers repeatedly rejected bid by KGB agent’s son to meet at MI6 HQ
No10 doesn't deny PM knew about incident
The existence of the messages has now been flagged to Simon Case, the Cabinet Secretary, in a letter also seen by the ST.
The letter was sent by a former Downing St aide who received them. The aide has now offered to share them with Case

EXCLUSIVE 🚨 w/

@cazjwheeler
Boris Johnson’s meetings with BBC chair Richard Sharp, his cousin Sam Blyth, & Lord Brownlow are among those referred to police
Also on list: a visit by two of Carrie Johnson’s friends to Chequers
1/4
Exclusive: Sources claim Suella Braverman received legal advice three weeks ago that the government was illegally detaining asylum seekers at Manston
It is alleged - and denied by her - that she failed to heed the advice by refusing to procure hotels
The arrangement, which the Home Secretary sought after being caught speeding last summer, would have meant she would not have to attend an in-person course with other motorists, or an online one where her name and face would be visible to other participants
2/4
The PM also saw siblings outside in Downing St garden that eve, within the rule of six for outdoor gatherings at the time
When
@PaulBrandITV
reported allegations that a third gathering with family friends had taken place in flat in Jan, Number 10 said “totally untrue”
6/
They show that at 6.15pm on 19 June 2020, Mrs Johnson was informed by the aide that the Prime Minister was on his way up to the flat.
Mrs Johnson replied that she was already in the flat with at least two male friends. She used a very specific term to refer to the friends.
3/
EXC: Carrie Johnson did instigate the PM's birthday gathering on 19 June 2020, messages suggest.
Sue Gray inquiry is looking into message sent by Mrs Johnson to an official asking them to get staff together.
She said she would organise a cake

@Gabriel_Pogrund
Boris Johnson was told to stop seeking Richard Sharp's "advice about your personal financial matters" days before announcing him as BBC chairman
The Sunday Times today reveals bombshell letter given to him by Simon Case 1/8
Tonight, senior sources in DUP have told me that the confidence and supply agreement is over - unless Theresa May goes. They say the future of the agreement “depends on who the leader of the Conservative Party is”.
At the time meetings 2+ people indoors was banned
PM had already attended birthday gathering with staff at lunchtime, for which he was FPNd. Messages from Mrs Johnson at 6.17pm, June 11, show she suggested staff gather to wish him HB. She also offered to bring cake
5/
A reminder that as Johnson prepares to do battle with gov, evidence of potential covid rule breaking in his residence was available a year ago
I saw messages from Carrie Johnson suggesting friends were in the flat the night of Johnson's 56th bday
It was never investigated
EXCLUSIVE: The Sunday Times has seen messages from Carrie Johnson, appearing to show she had a gathering in No11 flat on evening of PM's 56th birthday

EXC: The Telegraph can reveal tonight details of the three additional alleged parties under investigation by the Met
They are leaving events thrown for a snr diplomat in America, a military commander and a snr culture department official
Carole is now repeatedly putting out alarmist/misleading information on coronavirus.
We are currently fifth in the world for testing and one of the highest in Europe.
The WHO says test, test, test. Watch the video below to learn how China managed the crisis. It tested, tested, tested. UK government policy is not to test. No other country on earth is managing this like ours. Why? Based on what data? What assumptions?
🚨EXCLUSIVE: The Lord Speaker has intervened over Johnson's plans to push through dozens of peerages before his departure
He has written to Sunak and Truss urging them to show restraint and warning Johnson's approach risks undermining public trust
The messages suggest the PM also entered the flat to find friends present that evening. Neither Mrs Johnson’s spokesman, or No10 dispute this. Neither side has answered question of whether they thought it was legal.
4/
Exclusive:
Sources say that Mark Littlewood, the head of the IEA think tank and champion of Trussonomics, is no longer on Liz Truss's resignation hons list
He does not appear to have passed Holac vetting.
Candy, now part of a takeover bid for Chelsea, was also heard discussing football and the club with Gove during the evening
Gove and Candy categorically reject suggestions they were discussing the potential implications of an invasion for the club + Abramovich.
Marr: "Why do you want to abolish Ofsted?"
JC: "Because it is a very assertive form of investigation into a school. They turn up every few years and then make a decision about it."
Yes, that is indeed what an inspectorate does.
They had every opportunity to claim that yesterday. They did not.
And if she was simply asking for advice on how to arrange a course, why did she then ask a political aide to arrange it, rather than doing it herself.
NEW: Sources close to Home Secretary suggest that she had simply asked officials for advice on how to arrange a driving awareness course.
This is understood to have included raising the possibility of a private one-to-one course (but not directing them to arrange one)...
This week has been a difficult one for me personally
The invasion has brought back awful memories of 2014, when my childhood friend Richard Mayne was murdered when MH17 was shot down over Ukraine
Today, his dad, Simon, has written a very powerful piece for The Sunday Times
Gray team disputes that they were ever offered to be shown in January, and that aide should have handed over copies. They say that by May 19 the inquiry was already concluded and strongly reject claim they failed to follow up evidence.

BBC job application says: "You cannot be considered for a public appointment if you fail to declare any conflict of interest"
Candidates must disclose anything which could later undermine confidence in apptment
Sharp did not tell the panel, nor MPs on his pre-hearing (6/7)
Exclusive: In 2012 Jeremy Corbyn protested outside the Royal Courts of Justice against extradition of British terror suspects to the US
30 yards away, Anjem Choudary was holding a second demonstration against the same extraditions.
Johnson then says it would be “extraordinary” if he intervened.
He then dodged question when asked if he met Lebedev two days after Holac blocked his peerage in March 2020
A spokeswoman for Mrs Johnson said: “Sue Gray was aware of these exchanges..
“Staff were given ample opportunity to present evidence including these messages and all relevant information was passed to the Metropolitan Police for investigation.”

Bad evening for Labour.
First senior adviser Lord Kerslake suggests Corbyn’s leadership could be up for discussion in hung parliament/confidence and supply talks.
Now chief rabbi says Corbyn’s unfit to become PM.
Tomorrow he’s got Andrew Neil...
Four months on from us laying out the Blyth-Sharp-Johnson stories, not a single probe has been carried out into the fact that the advice Johnson was given on the loan by Simon Case was rendered effectively void by Blyth’s candidacy to become chief exec of the British Council
Worth noting that Number 10 did not dispute any of the allegations we put to them surrounding the peerage being unblocked when we contacted them on Saturday.
The only thing disputed was the suggestion Lebedev’s Evening Standard received preferential treatment for advertising
EXCLUSIVE🚨
The Cabinet Office’s propriety and ethics team told Downing St there were complaints against Dominic Raab, including some in writing, when Rishi Sunak reappointed him to government
Number 10 is not disputing that this took place
Blyth was put forward on a FCDO four person recommendation list. He somehow magically appeared on it.
He was told to drop out only after British Council chair discovered his familial link to Johnson
You might expect a formal government probe on how that happened, right?
EXCLUSIVE: A hereditary peer & Tory whip offered to 'open doors' to ministers and figures in No10 for a company seeking approval for covid sanitiser products
Leaked emails shows how Earl of Shrewsbury discussed plans to meet with snr gov & Parli figures
The phone has in fact been turned on again since Johnson had the security advice back in April 2021
Lord Geidt revealed as much when he issued Johnson with a telling off over wallpapergate back in December of that year
2/3
Johnson gave an introductory speech, citing the party’s achievements in delivering Brexit and keeping Corbyn out of Number 10
Gove then gave follow up speech. There was an auction. Nick Candy, the billionaire property donor, bid £40,000 for a Brexit poster, acc to sources
Crikey. PM says more than 81,000 tests were performed yesterday.
Based on that daily increase it sounds like Matt Hancock will have got very close to hitting his 100,000 target today.
Credit where credit is due, the expansion of UK testing has been pretty rapid.
And what about the Parliamentary Commissioner for Standards?
Why - given Blyth’s role as guarantor clearly represented a perceived conflict (remember, the loan financed his time in office) - was Johnson not required to register it in his MPs’ register of interests?
And when journalists call the Commissioner's office asking for updates, the stock response is: the website is up to date.
So we have no idea if he is looking into it, plans to look into it, or has decided against doing so
We should know
8/8
Nick is *completely* missing the point.
Besides the fact the provider refused, the issue is what she asked civil servants to do on her behalf.
And “high profile clients” (celebrities) are not elected representatives required to observe the ministerial code/Nolan principles
She hasn`t broken law or done anything wrong. I`ve arranged private courses for several high profile clients. In fact course providers prefer it as less disruptive. If
#SuellaBraverman
had lawyer wouldn`t have been political fall out due to confidentiality
Exclusive: Telegraph has obtained leaked data showing that, as of last Thursday, just 44 per cent of patients classed as being hospitalised with Covid had tested positive before admission.
MPs now demanding the data breakdown is published
Exclusive: The teacher pay review body has recommended to ministers a 6.5% increase in pay for 2023/24
That’s significantly higher than the DfE’s offer to the unions and way above the Treasury’s ceiling
Yet another major headache for Rishi Sunak
Very simple question for the Government today - as it tries to explain away the Richard Sharp story
Why did Boris Johnson’s *own cousin* need Sharp, who was at that point in the running to become Chairman of the BBC, to be involved and introduce him to the Cabinet Secretary?
Rarely been more depressed by state of our media/political ecosystem than last night
- dozens of news outlets running unverified claims on such highly sensitive subject when the M East is a tinder box
- senior politicians rushing to apportion blame
- this platform is the pits
Two weeks ago, the Cabinet Office said Whatsapp threads - even those "with a title or purpose which concerns Covid 19" contain material "unambiguously irrelevant to the inquiry".
It turns out they haven't got Johnson Whatsapps or written diaries.
Exclusive: Gove is fighting to salvage his leasehold reforms after No10/Treasury axed one of his key proposals
Gove wanted to reduce all ground rents to a peppercorn rent, which he hoped would lead to a phase-out of the system
That plan is now dead

Breaking: Understand Dominic Raab has written to European Council pres Charles Michel this evening after he made false claims about UK operating a vaccine export ban.
The letter sets record straight and urges EU to need for unity on pandemic.
EU rep has also been summoned.
Additional detail: Back in Jan, when we revealed Sharp's involvement in Johnson loan talks, he did interview with BBC
He said he was driven to Chequers by Blyth
When we put that to his spokesman this weekend, he said Sharp no longer recalls how he got there
Sharp & Blyth visited Chequers for dinner w/ Johnson on 2 May 2021.
They did so at a time when household mixing indoors was banned & social distancing rules were in place.
Sharp has said he was driven there by Blyth.
Sharp and Johnson say dinner was outdoors & lawful

🚨Exclusive: A new poll commissioned by Arron Banks suggests that Farage would win were he to stand in Douglas Carswell's old seat of Clacton
Farage told me: "This poll does make me consider getting back on the pitch far more seriously than ever before”
Most of what is disclosed in today's report on Bercow was known 3-4 years ago when Newsnight and a number of newspapers reported extensively on allegations levelled against him
The fact it is only now being acted upon is down to the MPs who sought to protect him
New: I understand there is now real concern at top of Labour Party over the number of potential legal actions over leaked AS report.
There are now at least 40 potential civil claims, being handled by 2 law firms, and a plausible threat of bankruptcy.
Laura Kuenssberg has just pointed out that for all of Ian Blackford's theatrics, if he'd just sat down and did as he was told, the SNP would have been granted the devolution debate they have been furiously calling for. He doesn't have an answer for that.
Looks like the French fishermen are calling it a day
Understandable (If they stayed any longer they'd probably have to go on strike for working too long)
Richard Sharp’s whole defence as to why he did not need to disclose his role in talks over Johnson loan rested on the assurances he was given in his private meeting with Simon Case
Sharp said that Case took notes
The Cabinet Office now says there are none
NEW: There are no minutes of Richard Sharp's meeting with Simon Case in Dec 2020, says Cabinet Office
Soon after PM appointed BBC chair- and got loan of up to £800k
So no record of key summit which Sharp says avoided potential conflict of interest- and which MPs say created one
But what we revealed was that, unknown to both Simon Case and Lord Geidt (who gave advice on the permissibility of the loan) Blyth was in contention for the CEO job at the British Council at the very same time he was discussing providing financial assistance to the then PM

Some personal news: delighted to announce I’ll be joining The Sunday Times as deputy political editor early next year.
I’ve had a great 6 years with The Telegraph and will miss all of my colleagues, but very excited to be starting a new challenge.
Following our latest disclosures, Keir Starmer has written to Holac urging the commission to publish its advice to the PM on Lebedev and to review his position in the House of Lords.

In trying to double down on her policy on Manston, Suella Braverman just seemed to confirm the main charge against her.
Said she actively decided not to "prematurely release" asylum seekers from the holding centre.
