EXCL: Boris Johnson joked about being at ‘the most unsocially distanced party in the UK’ during lockdown.
Explosive new revelations in our podcast series Partygate: The Inside Story have key implications for Privileges Committee.
EXCLUSIVE: Video obtained by ITV News shows Downing Street staff joking about a Christmas party on 18th December last year.
No 10 has spent the past week denying any rules were broken. This new evidence calls that into question.
EXCL:
@ITVNews
has obtained pictures of Boris Johnson drinking at a No10 party during lockdown in November 2020.
The photos cast fresh doubt on the PM's repeated claims he was unaware of rule-breaking in No10 during the pandemic.
See all images here:

proves over 100 staff were invited to drinks party in No 10 garden at height of lockdown to “make the most of the lovely weather”.
We’re told PM and his wife attended, with staff invited to “bring your own booze!”
BREAKING: High Court has ruled that the government broke the law by failing to protect care home residents from Covid-19 during the pandemic.
The govt claimed it had put a 'protective ring' around them. The High Court has decided it failed. Huge moment for families of victims.
BREAKING: Met Police announce they have now made over 100 referrals for fixed penalty notices over partygate.
That makes Downing Street one of the biggest - if not THE biggest - rule breaking venue in Britain.
BREAKING: Over 80 LGBT and HIV organisations in the UK have pulled out of the government’s international LGBT conference this summer due to trans conversion therapy being excluded from the ban.
Makes the conference essentially pointless. Hugely embarrassing for govt.
EXCLUSIVE: Boris Johnson had a birthday party during lockdown in June 2020 despite rules forbidding social gatherings indoors, ITV News has learnt.
Up to 30 staff celebrated in the cabinet room where Carrie Johnson surprised him with a cake, we're told.
Conservative MP Matt Warman says “we never put a law in place that said you couldn’t go into your own garden”.
But the rules did say you couldn’t invite 100 people to join you.
From what I am witnessing as a journalist here in Rwanda, this is not a free country. People we have interviewed have already been reported to the government for participating in our reports. Journalists cannot operate freely here, and we are lucky to be international media.
Critical Tory MP at 1922 on PM’s address:
“Saying sorry at 1922 & then reducing everything to a joke. Tractors & farmers, drinking at work and something about the Second World War. Everything is a joke & some laugh along. Making us all the clowns in his circus.”
The Met’s evolving position:
- we don’t investigate Covid crimes retrospectively
- there is insufficient evidence
- we’ll see what comes of Gray
- Gray found evidence so we’ll investigate
- we don’t want Gray to publish her evidence as it’ll prejudice our investigation
NEW: The

"While struggling homeowners saw their mortgage bills spiral it seems the Chancellor was sipping champagne with hedge fund managers profiting from the falling pound."

protests.
Also a large crowd gathered outside the US embassy.

Conservative MP texts:
“Not a single minister has turned up to support the minister responding to Urgent Question [on the Downing Street party]. The front bench is empty. Unprecedented.”
EXCL: Were police aware of the Downing Street Christmas Party?
ITV News understands that an alarm was triggered accidentally that night inside No 10, leading security/police to respond.
So far the Met have declined to investigate.
BREAKING: Home Office source believes we are now down to zero on the flight - they do not expect it to take off. But they are trying to confirm with Home Office lawyers.
One last thought on this... if ever there was an image that sums up the Conservative Party’s disconnect with the younger generation right now it’s a man in black tie at an elite dinner grabbing a climate change protestor by her neck.
NEW: Sources close to Privileges Committee say evidence is so damning that Boris Johnson could be 'gone by Christmas' if he returns.
One Tory MP tells me any attempt to kill the inquiry could 'bring down the govt'.
Yet momentum builds behind Johnson.
EXCLUSIVE: ITV News has obtained evidence that it was *always* the plan to discharge Covid-19 patients into care homes.
1,800 beds were block booked in care homes by the NHS and councils for that exact purpose.
...And they’re still being discharged.
While anger rages over NHS staff getting a 1% pay rise, it’s also worth remembering that many carers are on £8.72 per hour. But you won’t hear the same outcry, because for reasons which seem increasingly unfair, the care system has never been granted equal status.
NEW: Labour have been told Penny Mordaunt will take Liz Truss’s place in the Commons for Keir Starmer’s urgent question.
First she reverted to Rishi Sunak’s economic policies, now she’s asking her other leadership rival Penny Mordaunt to speak on her behalf. Humiliating.
At the airport about to fly to Poland/Ukraine border. The international solidarity with Ukraine is astonishing - some American veterans on our flight are headed out to act as medics in the combat field, willing to stay as long as 6 months if necessary. One sold his car to come.
Important to continually check ministers when they say - as Raab has this morning - that Sue Gray is “impartial”.
She’s known for her independent streak, but she is a civil servant who ultimately answers to the Prime Minister. This is not an independent inquiry.
💥 One furious Tory MP texts…
“The whips & no10 briefing against junior MPs is a desperate low. Everyone is lambs to the slaughter for the man who wanted to be king of the World and pissed it all away.”
Incredible scenes tonight as thousands of protestors pour onto the streets in Westminster shouting “STOP THE COUP”. Traffic has been brought to standstill. Huge huge anger.

🚨 NEW: Major disquiet is now spreading to the cabinet. 🚨
One cabinet member says they were “stunned” by the PM’s statement, with government “bleeding credibility” to keep Cummings in a job.
This is now the most serious political crisis for Boris Johnson since the election.
BREAKING: Labour members have backed a motion calling for proportional representation. First time a major party represented in the UK parliament has suggested ditching first past the post.
🚨 Senior Conservative backbencher tells me tonight they are confident of getting to 54 letters tomorrow to try and oust the PM.
“Up the revolution!” they tell me.
No 10 / whips subjecting them to “threats and blackmail” but has only angered MPs further, they say.
BREAKING: The government’s international LGBT conference, which was due to set an example to the rest of the world, has been cancelled.
It follows over 100 organisations boycotting the event over the govt’s plans to only partially ban conversion therapy.
The PM wasn’t fined for the BYOB party for as many as 100+ staff with drinks and picnic food in the No 10 garden, among other things.
When others were fined for far less, some of them may feel the Met’s investigation has not been totally fair.
BREAKING: The Prime Minister’s former director of communications James Slack - whose leaving do in No 10 was on April 17th 2021 - “apologises unreservedly for the anger and hurt caused” and says it “should not have happened at the time that it did”.
So the party is confirmed.
We saw more Ukrainians guided on to this one bus into Poland than the UK has accepted in ten days. And the buses come every 5 mins or so. That brings home the numbers.
Led By Donkeys is not an impartial source, but this video they have made raises all the right questions about why the Met Police still won’t investigate any Christmas parties when…
1. There are witnesses
2. There are photos
3. There is the video evidence leaked to ITV
I suppose the test is whether it would be considered a ‘social occasion’ if this was a group of supermarket workers, carers, nurses or other key workers who’d downed tools and gone out into the sunshine for wine and cheese after work, including with the boss’s wife/fiancé.
"This wasn't a social occasion, it was staff having a drink after meetings"
Deputy PM Dominic Raab defends a new photo showing the PM and colleagues having a gathering in the No 10 garden during lockdown.
So...there's some pretty wild stuff being said about my family on here. I haven't tweeted so far as it's never great to engage with conspiracy theories etc. But it's all got a bit OTT lately, so to be clear nobody in my family is my 'source', attended any parties or was fined.
No government minister and no Liz Truss supporting MP on the morning round today to help the country understand how it is going to pay its energy bills. You do get the sense there is a tumbleweed blowing across the office floor in Westminster.
Some carers slept in care homes and left their children with family members for weeks to protect residents.
The sacrifice they made was unprecedented.
Former Health Secretary Matt Hancock partly holding them responsible for deaths will cause huge upset.
WATCH: Conservative MP Mark Field shoves a protestor against a pillar then grabs her by her neck and shoves her out of the Mansion House dinner after climate change protestors interrupted the banquet.
BREAKING: The Metropolitan Police will NOT investigate any of the Downing Street parties unless and until the Sue Gray inquiry finds evidence of criminality.
ie the Met are relying on an internal inquiry to decide for them whether a crime was committed.

NEW: Damning report by HMIC into corruption in Met Police finds the force is "not fit for purpose".
- Cash, jewellery, drugs regularly 'go missing'. Access code for one store was scribbled on the door
- Over 100 new recruits have previous convictions for crimes including theft
Black cab drivers are lining the mall to mourn the death of Queen Elizabeth. One told me in tears that he wanted to pay his respects to the monarch who’s “all we’ve ever known”.
The civil service doesn’t get much thanks. But the past ten days have run with extraordinary precision and sensitivity, most of it organised by public servants. Surely one of Britain’s most extraordinary organisational feats.
Oliver Dowden - who told us all minutes before No 10 and the PM partied that we could only meet one person outdoors - says he had no idea there was a party going on in the garden metres from where he was giving a press conference.
BREAKING:

Separate Conservative MP texts:
“This is a distater. The PM has made it worse. Backbenchers are furious and my constituents are furious. Makes us all look like rule breakers.”
No minister has been made available for the usual series of morning interviews on TV/radio today… everything hinges on what PM says at PMQs.
It’s the second time in a month that ministers have had to be pulled from interviews due to devastating revelations of parties in No 10.
BREAKING: Westminster Council has turned Labour for the first time in its history.
Added to Wandsworth turning red for the first time since 1978 and Barnet also returning to Labour control, it is a devastating result for the Conservatives in London.
At the time this video was filmed I was reporting from care homes where distraught families couldn’t see their loved ones. At least one of those families I filmed with lost their mum over Christmas. How does No 10 respond to their anger tonight?
Responding to government denials this morning one source who was at the leaving party tells me:
1. The PM orchestrated the event
2. He encouraged people to fill their glasses after a tense day
3. He gave a speech and chatted to everyone for 20mins or so
No10 dispute all this.
NEW: Poll in tomorrow’s Daily Mail (that well known left wing paper) finds 66% of people think Dominic Cummings should resign.
But most damning of all, 55% of Conservative voters say he has to go.
EXCL: This is the NHS as you’ve never seen it.
19 patients crammed on trolleys in corridors unable to get into a full A&E.

Outside, ambulances queue, delayed getting to other calls.
Patients have died waiting.

At the time of the photos only 2 people were allowed to meet indoors - it was the second full lockdown.
Boris Johnson told Parliament on 1st Dec 2021, "all guidance was followed completely in No 10."
Questions now are:
1) did he mislead MPs?
2) Why didn't police fine him?
Two years ago today, Boris Johnson won a landslide victory in the general election.
This morning the Conservative Party is talking of removing him as Prime Minister.
Astonishing how quickly events have moved.
Horrific homophobic incident on tube on way home as a man aggressively accuses a gay passenger of “looking at him” in an unwelcome way, shouting in his face. Thankfully two of us on carriage were able to back him up. Seriously, it’s 2019 and you are in London - get a life.
NEW: The Metropolitan Police say that despite photographic evidence of the PM potentially breaking social distancing rules by hosting a Christmas quiz they still do not intend to investigate claims of Christmas parties in Downing Street at this time.
The Prime Minister repeatedly said earlier this week that no decision had been taken on HS2.
But we’ve discovered that he recorded this social media video in No10 about scrapping HS2 before going to conference. Hmm.

Liz Truss pays tribute to Boris Johnson.

reacts to PM’s failure to turn up to answer questions.
“Despite having no official engagements listed today, the PM has again failed to turn up to Parliament and face the music. His absence speaks volumes. Boris Johnson holds the British public in contempt.”
Home Office sounding increasingly concerned tonight that the first flight carrying migrants to Rwanda from the UK will be held up by an injunction. A case was lodged at the High Court earlier today by a variety of charities / action groups / unions. Flight due to depart Tuesday.
Former head of the civil service Lord Kerslake tells
@GMB
there should be an independent inquiry into Downing Street parties led by someone such as a retired judge. He doesn’t believe Sue Gray’s report can be truly independent.
Ken Loach blames Labour’s defeat on the media and Labour backbenchers:
“No other Labour leader has had the abuse that Jeremy Corbyn has. No other leader has been called a terrorist when he’s a man of peace, or a racist when he’s been opposed to racism all his life”.
@itvnews
Just a reminder that the chartered plane to Rwanda had already been paid for tonight. As one Home Office source told me the costs ‘were already sunk’. So whatever your view on the policy that’s half a million quid potentially down the drain.
“There will be full transparency” says Dominic Raab, though he can’t say whether or not Sue Gray’s report will be published in full (we expect that it won’t be).
Word among Conservative MPs is that Boris Johnson has begun calling his critics, hinting at the prospect of promotion and asking in return that they 'stay with me'. Clearly No 10 feel the threat of a confidence vote if those kind of approaches are being made.
NEW: Chancellor will announce this week that 120,000 benefit claimants will be asked to take active steps to seek more and better paid work, or face having their benefits reduced.
Hard for govt to contrast with bankers getting increased bonuses, but they’re facing it head first.
Does a cake make a party?
Does singing happy birthday qualify as a party?
The point for many people is... it was more of a party than millions had, including many who sadly wouldn't see another birthday.
If Rishi Sunak wants to bring the country together, he could start by phoning the First Ministers of Scotland and Wales. Pretty astonishing that Liz Truss never spoke to them as PM and also arguably a bit insulting to the people of those nations.
Question we have to keep coming back to is why, when our vaccination programme is going well, the government did not decide to enforce tighter border control to prevent new variants from arriving. India was added to the red list weeks after cases were spiking there.
Another headache for PM today…
Understand some Tory MPs feel “deeply uncomfortable” about voting against Labour’s motion this afternoon, which asks govt to release information revealing whether PM ignored security concerns over Evgeny Lebedev’s peerage. One to watch.
