@RihoTerras @POLITICOEurope The fact is Estonia has claimed back the "recovery value" from its EU allies for old Soviet material that it was replacing anyways, while other countries such as Germany did not ask for reimbursement for their old GDR material donated to Ukraine. For Angela Merkel, this will be the 107th and probably last EU summit. Her 1st was not so different: "Migration,” “future of Europe,” even “rule of law.” Though back 2005, leaders were talking about problems with the rule of law in Iraq, not within the EU.
