Quebec introduced a universal childcare program 20 years ago. While hardly lavish, it produced the highest rate of female workforce participation in the world. It also raised Quebec's fertility rate. And it paid for itself, through added tax revenues created by working women.

I trink this is based on a mistake visitors make. English Canadians use a lot of polite words (sorry, thank you) but on average are decidedly not friendly or open. Americans will use less formally polite language (“Uh-huuh” for thanks) but are way friendlier to strangers

I believe people like this have missed the stage of cognitive development known as object permanence. Babies are unable to believe an object still exists if they can’t see it; some adults continue to lack this function and are unable to comprehend things they can’t personally see
