So this is just simply wrong, at least re Arbitrum. He seems to think there's some fundamental difference between withdrawing and other actions (i.e., dexing) when it comes to bypassing the sequencer; there isn't. I don't know why he thinks this. You can force-include anything.

The Eth protocol itself never asks you to transact before some deadline; some contracts *on* Eth do. Arbitrum is an example of the later; thus, if Eth miners can censor for 1 week, they can steal your money if it's on Arbitrum, but can't necessarily do so if it's elsewhere on Eth
