There is no doubt in my mind that Gandhi was thoroughly christianized and pushed ideas which espoused suffering for redemption - though the suffering was only for the enslaved Indians not the British. He was the greatest sepoy & biggest success of missionaries in India.

First the sand from the center of the river was dredged out towards the ghat to increase its width while deepening the channel. Then on that sand base the materials from corridor were used as a solid layer. Then concreting & stone laying would be done. This is not dumping debris.

In this old article @NayyarSanjeev mentions how the Brit brought Punjab Land Alienation Act of 1900 forbade Hindu Khatris along with other peasantry from holding land to the benefit of Jat Sikh & M Punjabis. Eldest son as Sikh was a workaround for that.
