The SFC has long been referred to as a third service casually. Now the official twitter account of the Chief of Defense Forces describes the UPDF as a tri-service force. The UPDF Act provides for a service to be established by an act of parliament. No such act has been passed.

@ChrisObore1 Parliament should have done research before it pronounced itself on the matter. Btw, anecdotal evidence suggests most Nyege visitors are residents of EA who travel by road and don't require visas. There are plenty of bus charters from Nairobi for Nyege, for example.
