He doesn’t know anything about how visa issuance works either. Ambassador Yovanovitch wouldn’t have played a role in visa determination at the consular section of a large embassy. (Also, visa issuance is guided by US law, not by ambassadors’ — or their staffs’—whims.)
So, Rudy Giuliani just claimed that AMB Yovanovich denied a US visa to four guys who had damning evidence about Joe Biden.
