It is almost completely forgotten today, but there was a time when a giant wall made of thorny bushes and dead vegetation snaked its way for some 4000 km throughout India - from Kohat in NWFP to Sonepur in Odisha. This was the Customs Line, better known as the Great Hedge

Tomorrow I complete a year in Koraput as Collector and DM. Some wonderful times and some not so, but the thing I fear most about a long stint here is that I will become immune to natural beauty! Truly the jewel of the Ghats!
Mixed feelings on leaving Cuttack after 19 months. Proud of my blocks for doing some outstanding work in a difficult time through post Fani and Covid. Will also miss wonderful Cuttack city - a city of good food, joy and with a welcoming soul, free of all hatred and bias.
The Hedge originated in British attempts to keep salt manufactured in the rest of India out of Bengal Presidency. Bengal charged a tax on salt at the rate of Rs 3.25 per 40 kg as opposed to less than Rs 2 elsewhere.
An entire department was created to enforce this tax. Income was around 9 million rupees a year in 1850 while expenditure was about a million. All trade passed through designated gates where staff checked every bag. Those who have read Premchand's Namak ka Daroga would know.
One of its legacies is the Indian Salt Service - the smallest of the Central Services of the Union Govt. It only has 11 posts and is headed by the Salt Commissioner, who sits in Jaipur - close to the Sambhar Lake - one of our largest sources of salt.

By depriving Bengal of an essential food ingredient, the Hedge promoted deficiency diseases and may have killed thousands. It also created a unique ecosystem by preventing movement of some animals and encouraging others.
Considering the importance of salt, there was a thriving black market with salt made in Madras and Bombay being smuggled across to Bengal. So around 1830, the Brits started putting up giant thorny walls of bushes - upto 15 ft high - to curb this movement.
Worth adding - The abandonment of the Hedge did not mean that salt was not taxed. Instead of a Customs barrier, it was now taxed at the point of manufacture at the rate of Rs 2.5 per 40 kg. Hence the Dandi March! The salt duty was finally abolished when Pt Nehru became interim PM
AO Hume, who founded the Congress, made the Hedge 'live' by replacing dead bushes with Karonda, Babool and Prickly Pear. However, its days were numbered. As the Railways grew and trade boomed, the Hedge became obsolete and was abandoned in 1880. Salt tax was rationalised all over

Just to be clear - the Salt Service may have originated to man the Inland Customs Line, but it's mandate today is very different. It promotes and manages salt extraction. All kinds of salt, including rock salt, are at 0% GST today.

Time takes curious turns - Shaheed Laxman Nayak was hanged by order of the then ADM cum ADJ, Koraput for his role in the Quit India Movement. Today it was my privilege as DM to pay humble tributes to the martyr's memory at his ancestral village of Tentuligumma bordering Bastar.

As a bureaucrat, absolutely hate the pandemic for what it has done to us. Long hours aside, even regular work takes twice the effort. My officers have not had a day of leave in 3 months. They have to ensure livelihood, prevent panic and manage Covid - all at the same time.

Absolutely love these Madras style pillars in the Koraput Collectorate. Built in late 1890s, the building served as the residence and office of the Special Assistant Agent, the SP and the ASP. RCS Bell, the first Collector of the district, converted it to its present use in 1936

The use of the word 'Allopathy' should be phased out. It originated as a derogatory word to refer to modern medicine and is still often used in that context. 'Scientific Medicine' is a much better and accurate phrase.

The Machhkund River forces a tortuous way through the ghats after the Duduma falls as it enters Malkangiri District. For long years, this stretch was only inhabited by the Didayi tribe who seemed to be immune to the deadly malaria strain rampant here

The Duduma Falls on the Machhkund River were once an awe inspiring sight - a rushing torrent that fell 570 ft across a rainbow. Post the dam built in the 1950s, this is all that remains of the original falls - barely 10% of the original volume.

On joining Cuttack, the strange geography of Banki Block (also Police Station & Tahsil) amused me. Why were 7 of its panchayats (pink) located on the opposite side of the Mahanadi - a massive river that was bridged only recently? The reasons are more than 180 yrs old! (1/n)
