I may be in the minority but I don't think reparations should be given in a monetary form. I think opportunities and services should be given that enhance the human resource directly. Example: free tertiary level education within the UK to all Commonwealth Caribbean nationals.

We also have to accept that at least in the Caribbean a cry for help is going to be subtle because we are taught from young not to tell people our problems and "be strong". So if someone really cannot manage it will be rare to hear them say so in direct terms.
