The answer is uncertain, but what is certain is that there is not logic being used here, but rather emotion. Being vaccinated is a lesser indicator of immunity than prior infection, so why not have antibody tests be an exemption?

If keeping people safe is priority #1 , and prior infection confers a lesser likelihood of carrying the virus, why would we not prefer proof of that over vaccination? We believe that the vaccines lessen symptoms when infected, so wouldn’t this lead to more asymptomatic carriers?
