The entire Multiverse Saga is about transition. Transition from the old Avengers to the new Avengers. Transitioning to the age of mutants and the Fantastic 4. Transitioning between film and television. Transitioning between the multiverse (which they don't use THAT often).

The "Thunderbolts*" being a placeholder for the Avengers by President Ross while Sam's new Avengers refuse to be under his thumb makes all the sense in the world if this is what they are going for... and having this competition gives Avengers 5 & 6 a different feel from IW/EG.
