So.. #Phase6 isn't just a damn "fine". People keep saying a they'll just get a small fine and slap on the wrist.. this just isn't true. They can get hit by a "DNT" (Do-not-trade) which essentially cuts off their ability to TRADE with these larger counterparties.

After the collapse in 2008.. The SEC banned ALL short selling of securities. Over 799+ securities! Lasted from September 19th all the way too October 9th. 3 days later... the emergency bail out package was passed. They CAN restrict ALL short selling. (including exempts,etc)

Just got off the phone with NYSE about the halts in ape. They are volatility halts based of the opening price as the reference point. Every + or - 10% (10% is the threshold in this case) we're going to see a halt. Said the stock is extremely volatile and was actually helpful.
