I have lived in the FCT for over 35yrs, it is the most detribalized “state” in Nigeria, it makes sense that 25% in the FCT be compulsory as it only shows you are not a religious or tribal candidate. Seeing 11% and 17% in the FCT call Obi a regional candidate is the laughable!
