Let’s get technical. Storm drains. If they weren’t all clogged I’m sure their would have been less issue. People throw so much trash in the streets. It doesn’t take much to clog them. Few leaves and plastic bags. You would be surprised how backed up things get. Observe

In NYC dogs generally don’t roam free. I’ve had this problem and it’s generally the owners who don’t pick it up. I’ve walked my dog and ran out of bags. No matter how far I will go back home and grab a bag to pick it up. So is it right that he did that NO. But I can understand
