Councilmember for District 7. Working to keep San Diego safe, livable, and prosperous for all. Proud husband, former prosecutor, and diehard Padres fan.
Just before Christmas, my wife, baby son, & I were hit by an intoxicated driver who fled the scene. Our car was totaled & we sustained minor injuries. We feel lucky to be alive. Nadia & I ask everyone to use a ride share or public transit this NYE. It could save a life. - RAC
Today, I was joined by District Attorney Summer Stephan, San Diego City Attorney Mara Elliott, and Chief of Police David Nisleit to remind all San Diegans about the dangers and consequences of driving while intoxicated (1/3).
I stand by
@shawnjvandiver
of
@afghanevac
,
@ChrisWardCA
& Afghan community leaders in urging Congress to pass the Afghan Adjustment Act in Congress. I’m proud to have authored a resolution with
@marnivonwilpert
in support of the act & I call on the SD City Council to approve it.
The San Diego Association of Governments (
@SANDAG
) has launched a tool where residents can mark locations where they don’t feel safe driving, biking, walking, or rolling. This data will be consulted for safety improvements. Provide your input:
I am honored to be appointed as Chair of
@SANDAG
's new Mobility Working Group.
Safety for every mode of transportation continues to be a top priority of mine & I look forward to working with my fellow working group members to push for safer roads & safer transportation for ALL.
I would like to thank my colleagues for supporting the resolution for the passage of the Afghan Adjustment Act, which will allow those who served alongside the U.S. to begin to rebuild their lives w/out the uncertainty of temp status.
@afghanevac
@shawnjvandiver
@marnivonwilpert
Congrats to AVCA National Coach of the Year Jennifer Petrie, the coaching staff & the
@USDToreros
volleyball team on their FIRST-ever Final 4 appearance. I’m proud to stand alongside
@SeanEloRiveraD9
to proclaim Jan. 10, 2023 “USD Volleyball Day” in the City of SD.
I am excited to announce that I have hired a talented, experienced, energetic and diverse staff who will provide excellent constituent service for the residents of District 7 during my term. We are hard at work tackling the issues important to San Diego families.
Bike infrastructure makes our roads safer. Last week I sent a memo advocating for bike infrastructure in D7 to improve road safety for all & move SD towards our Vision Zero goals. TY
@MayorToddGloria
for your leadership on this issue and TY Laura & Will for this important op-ed
You can now pickup a free at-home COVID-19 test kit at every District 7 library. Tests are limited to one per person on a first-come, first-served basis. Please call your local library to ensure tests are available before you visit.
Our city has over 11k employees. They are an amazing set of professionals who think big, work hard & deliver time & time again for our residents. To all of them & especially to my D7 staff who sacrifice so much to serve our eight neighborhoods: thank you from the bottom of my ❤️
Today is bittersweet as we say goodbye to Sr Policy Advisor, Sophie Barnhorst. She has been with my office since day 1 & has been an integral part of the D7 team. She will be joining the SD Airport, where I know she will continue to do amazing things. You will be missed, Sophie!
Dr. Wilma Wooten has been vital in the fight of COVID-19 as Public Health Officer for
@SDCountyHHSA
. She has been a fixture in SD since 1990 when she began her career as a faculty member in the UCSD Dept of Family & Preventative Medicine. She has been with the HHSA since 2001.
Congratulations Justine on winning the Jill of All Trades award at the
@SDChamber
Legislative Lounge event tonight! It's so great to see you be recognized for all of the amazing work you do as my Deputy Chief of Staff and Policy Director. Thank you for everything you do.
Thank you to our City’s new Chief Race and Equity Officer Kim Desmond for taking the time to meet with me this morning to discuss our shared priorities of making San Diego government more equitable.
Congratulations to Raul and Nadia on their nuptials! We had such a great time dancing the night away…Who knew you had THE dance moves? We are so lucky to know you and so happy for you both.
Love- The D7 Staff
Thank you to my colleagues for supporting my proposal to significantly increase paid parental leave for all city employees, doubling from 4 to 8 weeks. Not only was it the right thing for our employees, but it will help our recruitment and retention.
Comments like the ones at yesterday's City Council are unacceptable and grotesque. Incidents of hate like these are exactly the reason why I will continue to speak up and speak out against anti-Semitic, anti-LGBTQ, anti-Black, anti-AAPI, and anti-immigrant hate.
My staff & I attended the
@sandiegowavefc
opener at
@SnapdragonStdm
. It was incredible to be a part of a sold out crowd supporting women’s sports in San Diego. I know we'll keep seeing the stadium maxed out with SD Wave fans, many of whom are young women, cheering & dreaming.
We're back! In chambers that is. Yesterday my staff & I walked through our new hybrid set-up & voting system for Council meetings. The public will not be allowed in chambers but can still participate via Zoom.
I'm excited to continue my work for D7 in 2022!
This morning, Del Cerro awoke to another wave of abominable fliers spouting antisemitic lies. Under cover of darkness, cowards continue to maliciously target our Jewish community members. Please review your doorbell cameras & inform SDPD & my office if you have any evidence. -RC
The antisemitic fliers in District 7 are a threat to our peace as a community and are an attack on our Jewish family and friends. I am absolutely disgusted. My full statement below.
When it comes to infrastructure, SD has big plans & even bigger needs. CM
@JoeLaCavaD1
& I wrote an OpEd regarding the state of infrastructure in SD & the actions our city must take to safeguard vital state & federal infrastructure dollars moving forward.
I am honored to have been elected Chair of the Mission Trails Regional Park Task Force today. Thank you very much to
@JoeLaCavaD1
for nominating me and to
@ColinParent
for serving as our Vice Chair.
Antisemitic hate is unacceptable in San Diego. Today, I held a press conference with faith leaders, community members and activists to denounce the antisemitic flyers and announce legislation to increase the penalty for these crimes and deter would-be perpetrators.
Today I joined
@MayorToddGloria
’s “Back to School” celebration with
@SeanEloRiveraD9
at Park de la Cruz Recreation Center. As a former teacher myself, it was great to be able to say a few words to the Youth in attendance and assist in the distribution of materials that will (1/2)
I’m thrilled to announce the newest member of the District 7 team, Jessica Yañez-Perez. Jessica will be serving as Communications and Outreach Manager, and is focused on all things related to online media for my office. Please join me and my staff in welcoming Jessica!
Fully funding our police department is one of the most important ways we can keep San Diego safe. We’re investing in a
@SanDiegoPD
childcare facility because it's going to help us recruit and retain officers, who often work long hours and need to find care for their children.
My staff work so hard every day to help me be responsive to constituents, drive important policy changes, and generally improve the lives of District 7 residents.
That's why it was so great today to thank our team in an extra special way by hosting a team lunch.
Today at the
@SANDAG
Transportation Committee, we approved a pilot program for Youth Pass, which will allow people under 18 to get free passes for public transit. Thank you to the community organizations who advocated for this and to SANDAG staff who heard the call from (1/2)
Three of my excellent staff members,
@himynameisvic
,
@SophieBarnhorst
and
@jay_murr12
took a tour of District 7 to get extra familiar with the communities they represent, which will help them be better public servants. I am grateful for their & my entire staff's dedication to D7.
All aboard! I was thrilled to join
@SenAlexPadilla
,
@MayorToddGloria
,
@SupFletcher
, and many others to celebrate this milestone: the inaugural ride of the Mid-Coast Trolley. As your Councilmember, I'm committed to providing better, faster, and safer transit for San Diegans.
Arts and culture is vital to the fabric of San Diego. Thank you to my Council colleagues
@CD4Monica
,
@CMKentLee
, and
@CM_Jencampbell
for supporting Councilmember
@vivianmorenoSD
and I’s action to adequately invest in arts and culture.
I'm proud to have made the motion today to expand the services currently offered at the Mission Valley Safe Parking Lot site. Thank you,
@MayorToddGloria
for your partnership in bringing this item before council today, and thank you to
@JFSSD
to your dedication this program.
This morning, I joined
@MayorToddGloria
in Linda Vista to give thanks to our
@CityofSanDiego
crews for their hard work filling potholes after the storms we’ve encountered. If you need a pothole filled, please report it on
Today, I stood with
@sdbikecoalition
& those who have lost loved ones to honor those who passed due to traffic crashes. On this World Day of Remembrance, people around the world are gathering to demand change. I am committed to fighting for that change. We need to do better- NOW.
It’s
@Padres
Opening Day & we're in for another exciting season with this amazing team. As a lifelong Padres fan it was an honor to stand alongside
@CMWhitburnD3
& Padres CEO,
@erikgreupner
, to proclaim Mar 30, 2023, Padres Opening Day in the City of San Diego. Go Padres!!
District 7: Get Vaccinated!
As of today, ALL San Diegans over the age of 16 are eligible for a COVID-19 vaccination. I just got my first dose of the Pfizer vaccine alongside
@MayorToddGloria
at the municipal gym in Balboa Park. (1/3)
I fought hard for doubling our parental leave for City of San Diego workers because the only way to attract great talent is to be a great employer.
Any leader worth their salt knows that it takes a village -- and our investment in human capital will pay dividends for our city.
This morning, I announced my Parental Benefits Package for employees of the City of SD. This initiative will not only increase paid time off for parental leave but will revamp disability for pregnant employees.
My proposal:

Today, I was joined by District Attorney Summer Stephan, San Diego City Attorney Mara Elliott, and Chief of Police David Nisleit to remind all San Diegans about the dangers and consequences of driving while intoxicated (1/3).
I'm proud to announce that I have been appointed by Spkr of the Assembly, Anthony Rendon, to
@TheCACoast
as an alt to Comm'r Paloma Aguirre. As a native of CA, I know how important the coastline is & glad to protect our environment. Thank you,
@MayorToddGloria
for swearing me in.
It was an honor to represent
@CityofSanDiego
as
@WDCValencia2022
passed the mantle of the World Design Capital to SD and Tijuana. In 2024, our 2 cities will partner to showcase our commitment to human-centered design & multinational collaboration to transform the region.
#wdc2024
In our office, every day is Cesar Chavez Day. I’m proud that I have family that worked with him in the union, became part of his family, and to this day still follow him, recalling his wisdom: “Kindness & compassion toward all living things is the mark of a civilized society.”
In being bold, we as City leaders must ensure accountability measures are in place as we implement these new development regulations & policies. As we move forward today, it's vital that the City upholds its commitment to be a good partner to the neighborhoods & resident we serve
Today at the Economic Development and Intergovernmental Relations Committee meeting, we discussed my call for the City to conduct a facilities assessment for potential childcare facilities in San Diego. I’m fighting to provide quality, affordable childcare for San Diego parents.
It’s disgusting to see more antisemitic flyers in District 7. All that these cowards are accomplishing by spreading their hate is strengthening our resolve. I remain committed to putting an end to antisemitic littering.
This evening I joined
@BikeSD
and other bike advocates to celebrate progress for cyclists in San Diego, bringing together allies who helped Bike SD match over 20 San Diegans with used bikes in 2022.
Thank you, Bike SD, for all you do!
Today I joined
@SupFletcher
at the first meeting of the San Diego River Task Force. We are making progress towards a funding mechanism to fund the San Diego River Master Plan. This will allow us to create a contiguous bike and pedestrian path and to have a usable and (1/2)
Labor Unions provide a fundamental good to society. Thank you to the local Labor leaders who joined my team at City Hall for “Labor 101,” which provided an introduction and overview of organized labor’s structures, functions, and purpose.
Linda Vistans, enjoy your freshly paved Genesee Ave! I’ll continue to get D7 road repairs done for our neighborhoods because residents deserve smooth, comfortable, and safe streets to drive on.
This Councilmember listens and acts accordingly. Thank you Adam for your tireless advocacy for improving bicycle safety throughout District 7 and the rest of the City!
Earlier this week, I kept up my commitment to donate blood every couple of months as part of the
@sdbloodbank
Guardians Circle program. Easy and quick, the staff was great as always. Go to their website to sign up and donate today—our region and our people need your help.
My Chief of Staff Michael Simonsen presented Cheryl Willis, my Director of Office Administration, a well-deserved pin after serving the City of San Diego for more than 30 years. Thank you Cheryl for your commitment to excellence and for your years devoted to bettering San Diego.
Recent trends have shown that San Diego is becoming a less family-friendly City. That is why I am calling
on
@MayorToddGloria
to create a new office within the City Administration: The Office of Child and Youth Success.
FULL STORY:
Who doesn’t love a good before and after?
Thank you to the Parks and Recreation Department for your great work on behalf of the residents and visitors of Del Cerro, who can now enjoy this wonderful, newly resurfaced basketball court at Princess Del Cerro Park!
Attention, D7! We’re throwing a big party and YOU’RE INVITED! This first major step in the construction of the new San Carlos Library is a massive moment that community advocates have fought for for decades. Come on by to our celebration August 5 at 10am!
My staff & I had the best time celebrating PRIDE & walking in SD’s first Pride Parade since 2019. The energy was contagious!
Thank you
@sandiegopride
for organizing such a wonderful event. An additional thanks to our family, friends, and community members who joined us.
San Carlos, WE BOUGHT THE LOT! Yesterday was an incredible day celebrating a moment 30 years in the making with friends, advocates, constituents and neighbors. Looking forward to continuing to work towards the day we can finally open our new San Carlos Library.
This morning, Nadia and I enjoyed participating in the weekly walk around Lake Murray with Del Cerro for Black Lives Matter. One year after her death, Breonna Taylor and her family have not received justice for her death. As an elected official, I remain committed to (1/3)
It was a pleasure to celebrate Hanukkah today at City Hall with community leaders and members of the Jewish community. As we come up on the final few days and nights of this year’s Festival of Lights, I continue to wish the whole community a very happy Hanukkah.
Thank you, Councilmember
@chrisjcate
for your service to District 6 and to San Diego for the past 8 years. I look forward to seeing how you continue to serve San Diego in the future.
I was proud to lead the charge in advocating for a new Solar Equity Focused Program via our new franchise agreement with
@SDGE
. This program, led by
@EnergyCenter
, will ensure that all San Diegans have access to solar, which continues to be one of my top environmental priorities.
Nadia & I had fun joining Allied Gardens residents Chris & Christine on Sunday for a community beautification project along Zion Ave. These graffitied electrical boxes now look great.
We were facing a desperate need for child care in San Diego prior to the pandemic and it’s only become more dire. This change in policy is a critical step forward in ensuring additional childcare facilities in the
@CityofSanDiego

I'm starting a series to keep D7 residents up to date on the “Sexy Streets” initiative to improve SD streets. I visited San Carlos to see the status of the slurry seal along Boulder Lake, Bashan Lake & Lake Gaby. I'll continue to update as more streets get their shine back.
I am very disturbed to see that the wave of anti-AAPI hate crimes has reached San Diego. As the article mentions, our District Attorney has three cases of anti-AAPI hate crimes pending, while there were none in either 2018 or 2019. I stand with the AAPI community... (1/2)
It was a pleasure joining
@SDGE
as we planted one of over 300 trees in the Allied Gardens Community yesterday. These trees provide long-term environmental benefits to help capture carbon, energy savings provided by shade, storm water runoff reduction, and cleaner air.
The
@portofsandiego
is a major economic driver for our region. Thank you Job Nelson, Michael Zucchet and Joe Stuyvesant for giving me a tour of the Port on Friday and for answering all of my questions. I am fully dedicated to expanding the blue economy.
SD being designated as a pro-housing city is an important step forward.
I will always support & fight for affordable housing in SD & its residents.
@MayorToddGloria
@AsmChrisWard
@GVelasquez72
A bike sharrow is a road marking that promotes safety by encouraging proper driving and cycling behavior in situations where motorists and bikers share the road. After slurry sealing Del Cerro Blvd earlier this summer, city crews painted sharrows, making the road safer.
I’m in close contact with SD Fire-Rescue about the brush fire along Navajo Road. I am told it is roughly 1.5 acres, there is no structural damage, and our engine and helicopter resources are managing it. Thank you to our
@SDFD
@sdlocal145
for their quick and great work. -RAC
Tourism is a major source of tax revenue needed for everything we do, from road repairs to fully staffing our departments.
That's why I'm an outspoken champion for the World Design Capital 2024, which will be a big driver of tourism to our region.
I was pleased to recognize Rebekah Hook-Held as the D7 2022 City of SD Women of Distinction. Rebekah lives in San Carlos with her wife & 2 kids. Professionally, she is the Chief Public Affairs & Civic Engagement Officer at
@LGBTCenter
where she spearheads public policy. Congrats!
My Senior District Representative
@himynameisvic
was out in San Carlos today with some residents looking at tree roots that have caused the street to come up, in order to create a report to the appropriate City Department. Thank you for being so responsive to D7 residents, Vic!
Earlier this month, I authored the attached letter in support of Net Energy Metering and sent it to both the California Public Utilities Commission and the Office of Governor Gavin Newsom.
Today, I was proud to approve the acquisition of 25 acres of open space lands in District 7, to be preserved as part of the Multiple Species Conservation Program. Conserving our native habitats and wildlife areas helps protect biodiversity and enhance the region's quality of life
As a former little leaguer myself who was known to hit a few dingers from time to time it gives me great pleasure to proclaim Allied Gardens Little League Day.
Little League is a formative & wonderful experience in the lives of thousands of kids nationwide, myself included.
Thank you
@WDCValencia2022
for having us at the 2022 World Design Policy Conference, which provides a global platform for the exchange of ideas and best practices from regions across the globe that contribute effective design policy. Looking forward to SD & TJ hosting

This week, my staff and I toured the Riverwalk development in Mission Valley to learn more about the progress of the project. We learned about the incredible amenities, pedestrian-friendly infrastructure, and housing that the project will bring to Mission Valley.
