Prime Minister Pham Minh Chinh paid tribute to the martyrs of the border war at Bo Hen, Quang Ninh province. His visit took place on 26 Jan, the timing was probably chosen to not raise too much attention. Vietnamese officials are still very cautious when speaking about China.

The quote I heard was Deng called Hanoi and said he would have breakfast in Beijing and lunch in Hanoi, right after he launched the attack. Did not work out that way for him.
