It's all so simple. If I had 500 billion hex, I'd market buy com slowly until all legacy stakers are gone. And then I'd keep market buying more each day until the perpetual motion machine kicks in. And I'd send the hex chart up only for 15 years straight.

If the OA pairs pHex/eHex at parity 1:1, not only would eHex and pHex equal each other in price with a slight pHex deficit vs. eHex. The OA would also gobble up both HEXes in fee-earnings, meaning that a new deflationary factor in Hex would arise.
