Yes, there's an explanation for it: the Republican-controlled state legislatures in both states gave election officials little to no ability to process mail ballots after the polls open on Election Day. Therefore, those ballots were counted and reported later. Hope this helps!

Laws in every single US state give officials time after Election Day to fully canvass all the ballots (including late-arriving absentees and provisionals) and then certify the results. These timelines are set by state legislatures into state law and are not illegal or suspect
