Can you suspend your licence for a few weeks? I understand why they want to limit social drinking for a bit (less inhibitions, less caution about distancing, etc) but it does seem nuts that licensed cafes can’t just...not serve booze for the duration.

It's all about intervening as little as possible to get the risk down to an acceptable level.
If you're looking for consistency then both would be closed.

I assume you're not an alcohol drinker or you would know the difference in behaviour after 4 pints of beer compared to 4 cups of tea.
